Job Overview: As a Digital Transformation Officer at ADB, you will play a pivotal role in implementing the bank's digital transformation agenda within the Digital Sector Office (DIG). Your responsibilities will encompass providing technical, operational, and coordination support for ongoing digital operations and technical assistance in Sri Lanka, while also extending support across South Asia. You will be instrumental in ensuring that digital components of sovereign projects and regional initiatives are effectively designed and implemented. This position requires a proactive approach to identifying opportunities for digital transformation, engaging with stakeholders, and contributing to business development efforts. You will also be involved in procurement processes, partnerships, and knowledge dissemination related to digital initiatives, making this role crucial for advancing ADB's mission in the region.
Duties and Responsibilities: Your duties as a Digital Transformation Officer will include:
Supporting the execution of ongoing and planned digital programs in Sri Lanka, providing operational support for ADB-financed projects and technical assistance related to cybersecurity, digital public infrastructure, and sector digitalization.
Assisting in the implementation of digital transformation projects, including procurement, contract management, and coordination with implementing agencies.
Preparing terms of reference, procurement packages, and evaluation reports for digital investments.
Identifying implementation bottlenecks and proposing corrective actions in collaboration with international staff and local colleagues.
Providing cross-country operational support to DIG programs in Bangladesh, Bhutan, India, Cambodia, and Maldives.
Supporting business development by identifying new digital transformation opportunities and conducting background research on government digital strategies.
Engaging with Sri Lankan government counterparts and coordinating consultations, workshops, and training sessions.
Developing digital knowledge products and contributing to digital maturity assessments and mapping exercises.
Ensuring effective internal coordination and reporting between DIG-HQ, SLRM, and sector divisions.
Required Qualifications: To qualify for this position, you will need a Bachelor's Degree in Public Sector Management, Computer Science, Information Technology, or Development Studies, preferably with advanced training. You should have at least 8 years of work experience, including a minimum of 3 years in digital transformation, ICT project implementation, or related fields. Familiarity with digital sector challenges in Sri Lanka and South Asia is essential, along with experience in project implementation, procurement, and contract management. Strong coordination skills and the ability to work directly with government agencies are also required. Proficiency in English, both spoken and written, is mandatory.
Educational Background: The educational background required for this position includes a Bachelor's Degree in relevant fields such as Public Sector Management, Computer Science, Information Technology, or Development Studies. Advanced training in these areas is preferred, indicating a higher level of expertise and knowledge that will be beneficial in fulfilling the responsibilities of the role.
Experience: The position requires at least 8 years of relevant work experience, with a focus on digital transformation and ICT project implementation. Candidates should have a minimum of 3 years of experience specifically in areas such as digital government, cybersecurity, and data governance. Experience in supporting project implementation and working with government or development contexts is crucial, as is familiarity with regional workstreams and collaboration with multiple country teams.
Languages: Proficiency in English is mandatory for this position, as effective communication is essential for engaging with stakeholders and reporting on progress. While English is the primary language required, knowledge of additional languages relevant to the South Asian region may be considered an asset, enhancing the ability to engage with diverse stakeholders.
Additional Notes: This position is a local staff appointment, open only to nationals and permanent residents of Sri Lanka. It is a fixed-term appointment with the option to renew for an initial period of up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise. Successful candidates may occasionally undertake short-term assignments in other departments or offices as needed.
