Job Overview:
The Technical Advisor I, Technical Project position at PSI is designed to support the design and implementation of technical activities aimed at strengthening water and sanitation utilities in Western Kenya. This role involves engaging with both internal and external stakeholders to ensure that project deliverables are met effectively. The advisor will contribute to capacity building efforts and institutional strengthening activities, focusing on enhancing operational efficiency and coverage in water and sanitation service provision. The position requires a proactive approach to developing partnerships with utilities, communities, and local governments, promoting market-based approaches and demand-creation strategies to expand service coverage in underserved areas. The advisor will also be responsible for overseeing project deliverables, ensuring they align with PSI's quality standards, and contributing to regular reporting on program activities, including documenting key learnings and best practices.

Duties and Responsibilities:
The duties and responsibilities of the Technical Advisor I include:
  • Contributing to the development and implementation of utility capacity building and institutional strengthening strategies.
  • Supporting reviews and redrafts of utility strategic plans to enhance operational efficiency.
  • Leading engagement with utilities, communities, and local governments to strengthen partnerships and coordination platforms.
  • Promoting delegated management models and market-based approaches to expand coverage in underserved areas.
  • Overseeing specific project deliverables to ensure timely completion in accordance with PSI quality standards.
  • Contributing to regular reporting on program activities and documenting key learnings.
  • Supporting utilities in tracking progress toward expanded access to water and sanitation services as per WASREB performance metrics.
  • Preparing and submitting project technical reports for management and donor decision-making.
  • Synthesizing lessons learned and disseminating best practices. 1
  • Providing technical assistance and training to partners and stakeholders. 1
  • Leading capacity building programs to improve Non-Revenue Water (NRW) management and energy efficiency. 1
  • Conducting regular field monitoring of technical activities to assess progress and resource utilization. 1

Required Qualifications:
Candidates for the Technical Advisor I position must possess a Bachelor's Degree (or international equivalent) in a related field, with a Master's Degree preferred. Additionally, candidates should have at least 5 years of relevant experience, although an equivalent combination of education and experience may be considered. The ideal candidate will demonstrate solid technical knowledge in water and sanitation governance, regulatory frameworks, and institutional strengthening. They should possess the ability to provide technical assistance to project staff and external stakeholders, implement technical products and tools, and develop and maintain relationships with internal colleagues. A creative thinker with flexibility and adaptability is essential, along with proficiency in Microsoft 365 and familiarity with data analysis programs. Strong interpersonal and communication skills, both verbal and written, are also required.

Educational Background:
The educational background required for the Technical Advisor I position includes a Bachelor's Degree (or international equivalent) in a relevant field. A Master's Degree (or international equivalent) in a related field is preferred, indicating a higher level of expertise and knowledge in the subject matter.

Experience:
The position requires at least 5 years of relevant experience in the field of water and sanitation governance, regulatory frameworks, and institutional strengthening. Candidates with a combination of education and experience that demonstrates the necessary skills and knowledge may also be considered. Experience in providing technical assistance and implementing technical products and tools is essential, as is the ability to work both independently and as part of a team.

Languages:
Proficiency in English, both spoken and written, is mandatory for this position. Additionally, candidates should be proficient in the local language of the applicable country or region, which is crucial for effective communication with stakeholders and communities.

  • The location is hybrid, with responsibilities based in Kisumu, Kenya, and requires more than 50% local travel. Candidates must be legally authorized to live and work in Kenya, as visa sponsorship is not available for this role. The organization is committed to pay equity and transparency, with a gross annual salary range for this position in Kenya being Ksh 2,820,000 (minimum) to Ksh 6,110,000 (maximum).
