Job Overview:
The Resident Coordinator (RC) serves as the highest-ranking representative of the United Nations development system (UNDS) at the country level. This role is pivotal in leading the UN country teams and ensuring accountability for the implementation of the UN Sustainable Development Cooperation Framework. The RC is responsible for coordinating UN support to countries in achieving the 2030 Agenda for Sustainable Development, advocating for sustainable development goals (SDGs), and fostering partnerships with government, civil society, and other stakeholders. The RC must possess a deep understanding of the UN's assets and capabilities to effectively address national needs and sustainable development challenges.

Duties and Responsibilities:
The Resident Coordinator is tasked with a wide range of responsibilities, including representing the UN at high-level state functions, leading the UN country team in developing and monitoring the UN Cooperation Framework, and coordinating system-wide support to the government. The RC must engage with various partners to promote the SDGs, conduct context and trend analysis, and advocate for human rights and gender equality. Additionally, the RC is responsible for managing country financing instruments, fostering collaboration among UN entities, and ensuring effective communication of UN efforts. The role also includes overseeing security coordination, promoting staff learning, and managing dual reporting systems with UN country team heads.

Required Qualifications:
Candidates must possess a Master's degree or equivalent postgraduate qualification in fields such as development studies, international relations, political science, or social sciences. A first-level university degree combined with relevant experience may be accepted in lieu of an advanced degree. The position requires over 15 years of substantive experience in leadership roles at the international level, including five years in development, human rights, or humanitarian work at the country level. Previous experience as a Resident Coordinator or in senior inter-agency coordination roles is essential, along with strong political judgment and the ability to engage with senior government officials.

Educational Background:
A Master's degree or equivalent postgraduate qualification in relevant fields is required. Candidates with a first-level university degree and significant relevant experience may also be considered. The educational background should align with the responsibilities of the position, emphasizing development studies, international relations, political science, or related disciplines.

Experience:
The position requires over 15 years of substantive experience in leadership roles at the international level, including five years of cumulative experience in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside of one's own country. Previous experience as a Resident Coordinator is mandatory, while senior-level inter-agency coordination experience may be considered as a substitute. Candidates should also have experience in managing multi-sectoral humanitarian programs and engaging with senior government officials.

Languages:
English and Spanish are mandatory for this position, with English being required at UN Level III proficiency in reading, writing, listening, and speaking. Spanish is also required at the same proficiency level. Knowledge of French is considered an asset but is not mandatory. Proficiency in these languages is essential for effective communication and collaboration within the UN system and with external partners.

The start date for this position is set for March 2027, unless the incumbent is reassigned before that date. The duration of the assignment is typically five years, subject to change based on the hardship classification of the duty station. Eligibility for this position is limited to candidates who are members of the Resident Coordinator Pool.
