Job Overview:
The Digital Technology Specialist (AI and Data Analytics) position is integral to the Digital Sector Division within the Sectors Department 2 at ADB. This role involves supporting ADB's data analytics programs and providing technical expertise to integrate big data and data analytics into ADB's strategies and operations. The specialist will contribute to the development of an ADB-wide data analytics program, design and implement policies, and support member countries in their data initiatives. The position requires collaboration with various departments and stakeholders to enhance ADB's capacity in data analytics and big data, ensuring that these tools are effectively utilized in development projects. The specialist will also be responsible for knowledge dissemination, capacity building, and maintaining partnerships with leading organizations in the field.

Duties and Responsibilities:
The Digital Technology Specialist will have a comprehensive set of responsibilities, including:

• Contributing to the development and implementation of ADB's data analytics program.
• Supporting the design and execution of data analytics and big data policies in collaboration with various departments.
• Assisting developing member countries in implementing data analytics initiatives in their projects.
• Creating and disseminating knowledge products related to data analytics and big data.
• Conducting capacity building sessions and serving as a resource person for events.
• Supporting the development of technical assistance programs related to data analytics.
• Building and managing partnerships with organizations to enhance ADB's capacity building efforts.
• Coordinating with other departments on data analytics matters and tracking global trends.
• Providing technical support for ADB projects across various stages of development. 1
• Introducing innovative approaches and pilot projects in collaboration with development partners.

Required Qualifications:
Candidates must possess a University Degree in Public Policy, Public Administration, Business Administration, Engineering, Computer Science, or a related field, preferably at the post-graduate level. They should have at least 6 years of relevant professional experience leading agile teams that tackle complex development projects, including international experience in various countries. Practical experience in data analytics and big data is essential, along with demonstrated analytical, strategic, and technical knowledge. Candidates should have an established global network within the development and technology sectors and must be proficient in both spoken and written English. Additionally, two years of relevant experience outside ADB within the past five years is required, with prior consultancy or contractor roles at ADB considered as experience outside the organization.

Educational Background:
The educational background required for this position includes a University Degree in relevant fields such as Public Policy, Public Administration, Business Administration, Engineering, or Computer Science. A post-graduate degree or its equivalent is preferred, indicating a higher level of expertise and understanding of the complexities involved in data analytics and big data.

Experience:
The position requires a minimum of 6 years of relevant professional experience, particularly in leading agile teams that provide solutions to complex development challenges. Candidates should have international experience working on development projects in multiple countries, showcasing their ability to adapt and apply their skills in diverse environments. Practical experience in data analytics and big data is crucial, along with a proven track record of promoting digital transformation within organizations.

Languages:
Proficiency in English is mandatory, with the ability to express ideas clearly in both spoken and written formats. While English is the primary language required for this position, knowledge of additional languages may be considered an asset, particularly if they are relevant to ADB's member countries.

Additional Notes:
This position is a fixed-term appointment with the possibility of renewal, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise.
