Job Overview: The consultant will play a crucial role in reviewing the current Strategic Note (SN) and preparing the new SN for 2027-203
This involves developing an inception report, conducting desk reviews of key documents, facilitating consultations with stakeholders, and drafting reports. The consultant will work closely with the Deputy Representative and the Monitoring and ReportingAnalyst to ensure that the new SN aligns with UN Women’s guidance and the priorities of Caribbean SIDS. The position requires strong analytical skills, effective communication, and the ability to engage with various stakeholders to gather insights and feedback for the strategic planning process.
Duties and Responsibilities: The consultant's responsibilities include:
Developing an inception report outlining the key steps for the SN review and development.
Conducting a desk review of relevant documents, including previous strategic notes, evaluation reports, and national policies.
Facilitating consultations with personnel and key stakeholders to gather inputs for the strategy.
Drafting reports from consultations and planning sessions.
Collaborating with the MCO team to develop session agendas and facilitate workshops.
Drafting the first version of the Strategic Note and coordinating inputs from staff.
Organizing validation workshops and incorporating feedback into the final Strategic Note package.
Preparing presentations and infographics for the global PRG.
Required Qualifications: Candidates must possess a Master’s degree in social sciences, gender studies, international development, or related fields. Alternatively, a Bachelor’s degree with two additional years of relevant experience may be accepted. Candidates should have at least 7 years of professional experience in program development and implementation, including monitoring and evaluation. Proven experience in guiding program reviews and preparing strategic documents for international organizations is essential. Knowledge of results-based management and UN planning processes is required, along with experience in gender equality and women's empowerment, particularly in the Caribbean.
Educational Background: A Master’s degree in social sciences, gender/women’s studies, international development, international relations, program management, public policy, or related fields is required. A Bachelor’s degree with additional qualifying experience may be accepted in lieu of a Master’s degree.
Experience: At least 7 years of professional work experience in program development and implementation, including monitoring and evaluation activities, is required. Candidates without a Master’s degree must have 9 years of relevant experience. Experience in guiding program reviews and evaluations, as well as knowledge of gender equality issues, is essential.
Languages: Fluency in English is mandatory. Knowledge of Spanish or any other UN official language is considered an asset.
Additional Notes: This is a home-based consultancy position with no travel required. The consultant will receive necessary documents and guidance from the MCO. The deliverables include an inception report, desk review report, consultation reports, initial SN draft outline, and the final Strategic Note package. The expected completion dates for deliverables range from April to July 2026, with specific payment schedules outlined for each deliverable.
