Job Overview: The position of National Consultant - Biomedical Engineer involves establishing a roster of qualified consultants to provide intermittent technical support to the MoHP and WHO. The consultant will play a crucial role in strengthening biomedical engineering systems, laboratory readiness, health technology management, and emergency preparedness. The successful candidates will be included in the roster and may be selected for consultancy assignments, although contracting is not guaranteed. The consultant will work under the guidance of the WHO Representative and the Incident Manager, providing technical, analytical, and operational support across national priorities. This includes contributing to technical reviews, document development, field assessments, and capacity-building initiatives, ensuring that all activities are conducted to the highest standards in collaboration with MoHP and other partners.
Duties and Responsibilities: The consultant's duties will include providing technical inputs for the refinement of national documents related to biomedical equipment management, participating in meetings of Technical Working Groups, supporting the National Oxygen Roadmap, contributing to laboratory biosafety and calibration activities, preparing materials for workshops, and engaging in field missions. Specific deliverables include technical reviews, policy framework development, assessments of oxygen systems, calibration of laboratory equipment, and preparation of technical reports. The consultant will also be responsible for additional assignments as delegated by the supervisor, ensuring that all tasks align with WHO's operational standards and objectives.
Required Qualifications: Candidates must possess a Bachelor’s degree in Biomedical Engineering from a recognized institution. Additional training or certification in health technology management, medical equipment safety, or laboratory biosafety is desirable. Essential qualifications include strong communication and presentation skills, the ability to provide technical advice in resource-constrained settings, and proficiency in the analysis, installation, calibration, and maintenance of medical equipment. Familiarity with laboratory biosafety standards and health facility infrastructure requirements is also beneficial.
Educational Background: The educational requirement for this position is a Bachelor’s degree in Biomedical Engineering from an accredited institution. Candidates with additional training or certification in relevant fields such as health technology management or laboratory biosafety will be preferred, as these qualifications enhance the candidate's ability to perform the job effectively.
Experience: Candidates should have more than five years of professional experience in biomedical equipment management and maintenance, preferably within governmental or large-scale health programs. Experience in designing and delivering technical training programs, coordinating activities across national systems, and developing technical documentation is essential. Desirable experience includes working with Ministries of Health or UN agencies, which would provide valuable insights into the operational context of the role.
Languages: Expert knowledge of Nepali and English, both written and spoken, is mandatory for this position. Proficiency in these languages is crucial for effective communication and documentation within the role, especially when engaging with various stakeholders and preparing technical documents.
Additional Notes: The consultant will work on a home-based basis with periodic in-person engagements as required. The expected duration of the contract is a maximum of 7 months, with a monthly remuneration of NPR 94,60
