Job Overview: The Human Rights Due Diligence Policy Advisor will play a crucial role in providing expert guidance on the implementation of the Policy on Human Rights Due Diligence on UN Support to Non-UN security" style="border-bottom: 1px dotted #007bff !important;">Security Forces (HRDDP). This position involves advising OHCHR staff at both Headquarters and field locations, as well as UN entities and peace operations. The advisor will develop methodological tools and guidelines to support the HRDDP's implementation, ensuring that UN entities can effectively assess risks and apply mitigatory measures. The role also includes the development of training materials and conducting training sessions for OHCHR staff and other stakeholders. The advisor will facilitate lessons learned processes and organize expert meetings and workshops to enhance understanding and application of the HRDDP.
Duties and Responsibilities: The incumbent will be responsible for providing expert advice on the HRDDP, developing tools and guidelines for its implementation, and identifying good practices in the field. Key duties include conducting advisory missions, creating training materials, delivering training sessions, and organizing workshops. The advisor will support the Review Group by setting agendas, following up on decisions, and reporting on implementation processes. Additionally, the role involves ensuring effective communication of the HRDDP through briefings and other means, as well as performing other related duties as required.
Required Qualifications: Candidates must possess a strong understanding of human rights issues, including knowledge of institutional mandates and policies related to human rights. The ideal candidate will have the ability to develop conceptual frameworks and methodological tools, conduct research, and analyze human rights challenges. Professionalism, effective communication skills, and strong planning and organizing abilities are essential for this role. The advisor should demonstrate a commitment to gender perspectives and the equal participation of women and men in all areas of work.
Educational Background: An advanced university degree (Masters or equivalent) in law, with a focus on international law, particularly international human rights law, is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible work experience in the human rights field is required, with at least three years at the international level. Experience in a human rights field presence is essential, along with a minimum of two years of experience in implementing the HRDDP and human rights due diligence in other sectors. Experience in policy or methodology development is desirable.
Languages: English is required for this position, with a minimum proficiency of UN Level III in reading, writing, listening, and speaking. French is desirable, also requiring a minimum proficiency of UN Level III in all language skills.
