Job Overview:
The Senior Private Sector Development Specialist position is a critical role within the Central and West Asia Department (CWRD) of ADB. This position is responsible for leading ADB's initiatives in the Central and West Asia region to mobilize private capital effectively. The specialist will engage in identifying, developing, implementing, and managing private sector projects across various stages of development, working closely with governments, development partners, and the private sector. The role requires extensive expertise in private sector advisories and investments, as well as the ability to work independently on diverse assignments while collaborating with the Private Sector Operations Department (PSOD) and the Office of Market Development and Public Private Partnerships (OMDP). The specialist will also oversee junior team members and contribute to the development of ADB's strategies and policies to support private sector development.

Duties and Responsibilities:
The duties and responsibilities of the Senior Private Sector Development Specialist include leading early-stage advisory engagements with public and private clients, contributing to the development of a private sector non-sovereign and transaction advisory portfolio, and managing technical assistance initiatives. The specialist will identify, design, process, implement, and evaluate projects aimed at promoting innovative financing solutions in ADB's developing member countries. Additionally, the role involves selecting and managing individual consultants and consulting firms, providing leadership and support to reporting staff, organizing knowledge-sharing events, and building strong relationships with prospects, clients, and government officials. The specialist will also perform other tasks as assigned in their workplan, ensuring alignment with ADB's goals and objectives.

Required Qualifications:
Candidates for the Senior Private Sector Development Specialist position must possess a Master's degree or equivalent in a business or finance-related field, or a University degree in finance, business, or related fields combined with at least 5 years of specialized experience relevant to the position. A minimum of 10 years of relevant professional experience in commercial finance, investment banking, or transaction advisory is required, with at least two years of relevant experience outside ADB within the past five years. Experience in developing innovative financing structures, particularly in transition economies, and familiarity with multilateral development institutions' processes and financing products is essential. International experience, especially in Türkiye and Central and West Asia, is preferred. Excellent English written and verbal communication skills are mandatory, and proficiency in Turkish is considered an advantage.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in a business or finance-related field. Alternatively, a University degree in finance, business, or related fields combined with at least 5 years of specialized experience relevant to the position can be considered. This educational foundation is crucial for understanding the complexities of private sector development and financing.

Experience:
The position requires at least 10 years of relevant professional experience in commercial finance, investment banking, or transaction advisory, specifically working with private sector investors, banks, governments, and/or international organizations. Additionally, candidates must have two years of relevant experience outside ADB within the past five years, with prior experience as an ADB-engaged consultant or contractor considered as experience outside of ADB. This level of experience is necessary to ensure that the specialist can effectively lead policy dialogue and manage projects focused on delivering knowledge solutions.

Languages:
Proficiency in English is mandatory for this position, as excellent written and verbal communication skills are essential for effective collaboration and reporting. Additionally, proficiency in Turkish is preferred, which would enhance the specialist's ability to engage with stakeholders in the region and facilitate communication with local partners and clients.

Additional Notes:
This appointment is open to both internal and external applicants and is crucial to the Workforce Rebalancing Framework (2022-2027), which aims to enhance ADB's in-house expertise. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices as required. This is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes earlier. After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years based on various factors, including the need for the staff's skills and experience, funding availability, and performance suitability. There is no limit to the number of renewals up to NRD, but this appointment is not convertible to a regular appointment.
