Job Overview: The Monitoring, Evaluation, Accountability and Learning (MEAL) Global Coordinator will serve as the Global Technical Advisor for MEAL and Data Management for the Joint Programme on Rural Women’s Economic Empowerment (JP RWEE). This role is crucial for overseeing the implementation of the JP RWEE Global MEAL system, which aims to enhance economic empowerment outcomes for rural women across multiple countries. The MEAL Global Coordinator will lead the development and operationalization of a robust MEAL framework, ensuring that evidence generated drives strategic decision-making and accountability. The position requires collaboration with various stakeholders, including country-level MEAL Coordinators and technical units across UN agencies, to ensure that the MEAL system supports the program's objectives and conveys achievements effectively. The role is pivotal in generating high-quality evidence products that inform programmatic adjustments and decision-making, thereby enhancing the overall impact of the JP RWEE initiative.
Duties and Responsibilities: The MEAL Global Coordinator will be responsible for the following key duties:
Lead the enhancement, development, and implementation of the JP RWEE Global MEAL Plan, ensuring alignment with program results frameworks and performance indicators.
Oversee the JP RWEE Management Information System (MIS), ensuring data integration for global aggregation, analysis, and reporting.
Provide strategic oversight for the development of global MEAL dashboards and supervise data management functions to ensure high-quality visualizations and reliable data flows.
Implement outcome monitoring exercises with methodological rigor and harmonization across participating countries.
Collaborate with technical units across UN agencies to showcase a joint monitoring model that leverages comparative advantages and strengthens country-level learning.
Lead the production of global-level strategic analyses and evidence products to inform programmatic adjustments.
Provide technical guidance and oversight to country-level MEAL Coordinators, ensuring quality implementation of the global MEAL system.
Roll out annual MEAL Capacity Strengthening Plans, mainstreaming MEAL methodologies and tools at the country level.
Maintain the JP RWEE M&E User Manual and develop training materials to standardize MEAL practices across countries. 1
Oversee the Mid-Term Review (MTR) and Final Evaluation processes, providing evidence-based guidance for program adjustments. 1
Consolidate MEAL-related sections of MPTFO reporting products and represent the JP RWEE Secretariat in global meetings on MEAL-related issues.
Required Qualifications: Candidates must possess an advanced university degree in international development, social sciences, statistics, development economics, or a related field. Alternatively, a first university degree with additional years of relevant work experience and/or training may be considered. The ideal candidate should have over five years of professional experience in Monitoring & Evaluation and Results-Based Management, particularly in areas related to food and nutritionsecurity" style="border-bottom: 1px dotted #007bff !important;">security, livelihoods, gender equality, and women’s economic empowerment. At least three years of experience in a coordination role at a regional or global level is essential. Educational Background: An advanced university degree in international development, social sciences, statistics, development economics, or a related subject is required. Candidates with a first university degree and additional relevant work experience or training may also be considered. The educational background should provide a solid foundation for understanding the complexities of monitoring and evaluation in humanitarian contexts.
Experience: Candidates should have over five years of professional experience in Monitoring & Evaluation and Results-Based Management, ideally with a focus on food and nutrition security, livelihoods, gender equality, and women’s economic empowerment. A minimum of three years in a coordination role at a regional or global level is essential. Experience in managing MEAL systems and applying various quantitative and qualitative tools for evidence generation and program performance tracking is crucial. Strong experience in designing and managing qualitative research, including collaboration with external research institutions, is also required.
Languages: Fluency in oral and written English is mandatory (level C). Proficiency in French (level B) is considered an asset. The ability to communicate effectively in both languages will enhance collaboration and engagement with diverse stakeholders across the program.
Additional Notes: This position is a remote role with a contract duration of 11 months, with the possibility of renewal. The role is classified as a Regular CST II contract.
