Job Overview:
The Workflow Modelling Specialist will play a crucial role in analyzing and modeling the workflow related to the Procurement Function at FAO. This position involves a comprehensive understanding of the interactions between the Procurement Function and the Legal Office, as well as other stakeholders involved in the procurement process. The specialist will be responsible for creating a detailed workflow model that captures the current processes and identifies areas for improvement. This role requires a thorough analysis of existing documentation and collaboration with internal stakeholders to ensure that the workflow model accurately reflects the organization's procurement activities. The specialist will also be tasked with developing alternative workflow models that propose changes to enhance efficiency and effectiveness in procurement operations. The ultimate goal is to provide a clear and structured approach to procurement that aligns with FAO's strategic objectives and operational needs.

Duties and Responsibilities:
The incumbent will be responsible for the following duties and responsibilities:
  • Model the current procurement workflow as defined in FAO's normative framework, ensuring that all discrete functions of the Procurement Function and the Legal Office are accurately represented.
  • Position these functions within the broader workstream of FAO, covering all interactions between stakeholders involved in the procurement process, from funding provision to contract closure.
  • Analyze proposed consolidation and evolution proposals, creating alternative workflow models that highlight differences between the current state and proposed changes.
  • Deliver the workflow model of the current approach within two weeks of the project kick-off and, if applicable, the model of the consolidated approach within four weeks.
  • Conduct virtual dialogues with responsible officers from relevant internal stakeholders to gather insights and validate the workflow model.
  • Present the final workflow model and any proposed changes to stakeholders at the conclusion of the modeling process.

Required Qualifications:
Candidates must meet the following minimum requirements:
  • An advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in Law, Economics, Business Administration, Logistics, Management Engineering, or a related discipline relevant to FAO's work.
  • Certification as an ISO 9001 auditor or a similar qualification is required.
  • A minimum of 10 years of relevant experience in non-manufacturing quality assurance, including expertise in process workflow modeling and/or business process design/mapping.
  • Full proficiency or working knowledge of English is mandatory. Candidates should also demonstrate FAO's core competencies, including results focus, teamwork, communication, building effective relationships, and knowledge sharing.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as Law, Economics, Business Administration, Logistics, Management Engineering, or any other discipline that aligns with the responsibilities of the role. The degree must be from an institution recognized by the International Association of Universities (IAU)/UNESCO, ensuring that the candidate has a solid academic foundation to support their work in workflow modeling and procurement processes.

Experience:
Candidates should possess at least 10 years of relevant experience in non-manufacturing quality assurance, with a strong emphasis on process workflow modeling and business process design or mapping. This level of experience is essential to ensure that the specialist can effectively analyze and model complex procurement workflows and provide valuable insights for improvement. Experience working within international governmental organizations (IGOs) or similar entities will be considered an asset, as it demonstrates familiarity with the unique challenges and requirements of such environments.

Languages:
Full proficiency in English is mandatory for this position. Additionally, working or limited knowledge of one or more of FAO's official languages, including Arabic, Chinese, French, Russian, or Spanish, would be considered desirable. This linguistic capability can enhance communication and collaboration with diverse stakeholders within the organization and across its global operations.

This position is remote, allowing for flexibility in work arrangements.
