Job Overview:
The Economic Affairs Officer will play a crucial role in analyzing sovereign and public debt, as well as global financial flows, particularly their implications for developing countries. The officer will be responsible for designing and conducting studies on various economic issues, including external and domestic debt, development finance, and global financial markets. This position requires the formulation of policy recommendations aimed at enhancing international economic cooperation and strengthening multilateralism. The officer will also be expected to represent the organization at various international, regional, and national meetings, providing substantive support on economic issues to intergovernmental bodies. Additionally, the role involves organizing expert group meetings and seminars on development issues, preparing speeches, and contributing to the overall mission of the DDFB.

Duties and Responsibilities:
The Economic Affairs Officer will undertake a variety of responsibilities, including monitoring and analyzing sovereign and public debt, conducting studies on economic issues, and drafting reports. The officer will develop policy recommendations and proposals for development strategies to be presented to intergovernmental bodies. Responsibilities also include attending meetings, organizing expert group discussions, and providing support to junior staff. The officer will design and monitor technical cooperation projects, conduct training seminars, and prepare analyses to advise national governments on economic development. Furthermore, the officer will collect and analyze data to identify trends and provide insights through various data visualization methods, ensuring effective communication of findings.

Required Qualifications:
Candidates must possess a strong background in economic research and analysis, with a minimum of seven years of progressively responsible experience in policy formulation related to debt and development finance. Experience in intergovernmental consensus building and technical cooperation projects within the United Nations system is highly desirable. The role requires a deep understanding of economic theories and the ability to apply them in various sectors of sustainable development. Candidates should demonstrate professionalism, effective communication skills, and the ability to work collaboratively in a team environment.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in economics or a related field is required for this position. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A PhD in Economics or a related field is considered desirable, indicating a higher level of expertise and specialization in the subject matter.

Experience:
The position requires a minimum of seven years of relevant experience in economic research, analysis, and policy formulation, specifically in the area of debt and development finance. Candidates should have a proven track record of working in intergovernmental settings and contributing to consensus-building efforts. Experience in managing technical cooperation projects within the UN framework is also advantageous, as it demonstrates familiarity with the organization's operational procedures and objectives.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is mandatory, with a required level of III according to the UN Language Framework. French is considered desirable, with a recommended level of II. Candidates should be able to read, write, listen, and speak effectively in these languages to fulfill the communication requirements of the role.
