Job Overview: The Programme Analyst plays a crucial role in analyzing and assessing political, social, and economic trends that impact UNFPA's programs, particularly in the area of gender-based violence (GBV) prevention and response. This position requires a deep understanding of the complexities surrounding conflict-related sexual violence (CRSV) and the ability to guide and facilitate the effective delivery of UNFPA’s programs. The Programme Analyst will work closely with various stakeholders, including government counterparts, UN agencies, and NGOs, to strengthen inter-agency coordination and ensure that GBV programs are aligned with national priorities and UNFPA policies. The role involves monitoring and evaluating program implementation, providing technical guidance, and ensuring that interventions are survivor-centered and sustainable. The Programme Analyst will also be responsible for analyzing policy documents and preparing briefs for policy dialogue, thereby contributing to the strategic direction of UNFPA's initiatives in the region.
Duties and Responsibilities: The Programme Analyst will be responsible for a wide range of duties, including:
Collaborating with government counterparts, UN agencies, and NGOs to strengthen inter-agency coordination and design the country program focused on GBV and CRSV.
Managing the implementation of GBV prevention and response activities, providing technical guidance, and ensuring that interventions are effective and sustainable.
Establishing monitoring and oversight mechanisms for GBV programs, ensuring quality service provision and effective response to CRSV.
Analyzing the political, social, and economic environment to identify opportunities for UNFPA assistance and intervention.
Preparing policy briefs and inputs for technical assistance coordination and development frameworks.
Assessing the implications of new policy developments on program execution and ensuring their integration into existing frameworks.
Building collaborative relationships with executing agencies and other stakeholders to facilitate timely project delivery.
Implementing knowledge management strategies to capture lessons learned and best practices for future planning.
Supporting advocacy and resource mobilization strategies by preparing relevant documentation and participating in public events.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in health, population, demography, or a related social science discipline. Additionally, candidates should have at least two years of professional experience in the field of GBV, particularly in program or project management related to CRSV. Practical experience in the design, monitoring, and evaluation of development projects is essential, along with experience working in conflict or post-conflict settings. Knowledge of social protection and GBV response and prevention, as well as experience working with sexual violence survivors, will be considered strong assets. Proficiency in office software packages and web-based management systems is also required.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in health, population, demography, or other related social science disciplines. This educational foundation is critical for understanding the complexities of population dynamics and the social factors influencing gender-based violence and reproductive health.
Experience: The position requires a minimum of two years of professional experience in the field of gender-based violence, with a focus on program or project management related to conflict-related sexual violence. Candidates should have practical experience in the design, monitoring, and evaluation of development projects, particularly in challenging environments such as conflict or post-conflict settings. Experience working with survivors of sexual violence and knowledge of GBV response and prevention strategies are highly desirable.
Languages: Fluency in Ukrainian and English is mandatory for this position. Additionally, a working knowledge of another official UN language is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to UNFPA's global initiatives.
