Job Overview:
The Safety Expert position at EUROCONTROL is a critical role within the Maastricht Upper Area Control Centre (MUAC), specifically in the Safety Management Team. The selected candidate will be responsible for conducting operational and technical safety assessments, which include analyzing functional hazards, human factors, and performing failure mode and effects analysis. The role requires a proactive approach to identifying safety issues and proposing effective remedial actions. The Safety Expert will also contribute to the development and implementation of safety procedures aimed at enhancing operational safety and ensuring compliance with regulatory requirements. This position involves participation in safety initiatives and projects, where the expert will track progress, execute tasks, and report findings. Additionally, the role includes engaging in decision-making discussions related to safety activities, providing analytical support, and preparing materials for management and stakeholders. The Safety Expert will also be involved in developing safety tools and methodologies, participating in safety events, and delivering training sessions to enhance safety awareness within the organization.

Duties and Responsibilities:
The duties and responsibilities of the Safety Expert include performing operational and technical safety assessments, analyzing data, and applying safety methodologies to evaluate situations. The expert will contribute to defining and implementing safety procedures, participate in safety initiatives, and lead projects as required. They will engage in decision-making discussions, provide analysis, and prepare supporting materials for management and stakeholders. The role also involves implementing Human Factors concepts in safety assessments, supporting the development of safety tools and methodologies, and participating in safety events. The Safety Expert will draft technical and administrative documents, reports, and presentations, and represent MUAC in internal and European working groups. Additional responsibilities include carrying out any other tasks aligned with the main purpose of the job.

Required Qualifications:
Candidates must have completed relevant third-level studies in engineering, safety, or a related field, meeting EQF Level 6, along with at least four years of relevant professional experience. Alternatively, candidates with EQF Level 7 qualifications must have at least three years of relevant experience. Experience in safety management or safety engineering roles, particularly in safety-critical environments such as aviation or nuclear power, is preferred. Candidates should have experience with safety management systems, applying safety management methodologies, performing risk analysis, and conducting safety audits. Project management and technical writing skills are essential, along with a strong focus on quality, problem-solving abilities, and effective communication skills. The ability to work in a multinational and multicultural environment is also required, along with professional conduct that aligns with the corporate behaviors of the Agency.

Educational Background:
The educational background required for the Safety Expert position includes a relevant third-level degree in engineering, safety, or a related field. Candidates must meet the European Qualifications Framework (EQF) Level 6 or Level 7 standards, which correspond to bachelor's or master's degree levels, respectively. This educational foundation is essential for understanding the complexities of safety management and engineering principles necessary for the role.

Experience:
The position requires candidates to have a minimum of four years of relevant professional experience if they hold a Level 6 qualification, or at least three years if they possess a Level 7 qualification. This experience should ideally be in safety management or safety engineering roles within safety-critical environments. Familiarity with safety management systems and methodologies, as well as experience in risk analysis and safety audits, is crucial for success in this role.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is one of the working languages of the Agency. Candidates should be able to communicate effectively in English, both verbally and in writing. While French is also a working language, proficiency in French is considered a good asset but not mandatory for this role.

Additional Notes:
The position is offered as a full-time role with a contract duration of five years, which may be extended or converted based on performance and organizational needs. Candidates must successfully complete a nine-month probationary period before being established in the post. The appointment may be renewed multiple times, but the total duration, including all renewals, cannot exceed nine years.
