Job Overview:
The Human Resources Manager plays a crucial role in supporting the HR coordinator in defining and implementing the national HR policy. This position is essential for ensuring that the HR policies of Solidarités International are correctly implemented on the mission. The HR Manager will provide legal and administrative support to administrators regarding all HR-related matters and will actively participate in the development and implementation of training programs for national staff. The role comes with significant challenges, including a limited availability of qualified candidates in the local labor market and the extensive involvement of local authorities in HR processes. In the initial months, the HR Manager will focus on strengthening staff capacity and implementing regular performance management systems, working closely with the newly hired Deputy HR Manager to ensure smooth onboarding and structured capacity building. Duties and Responsibilities:
The Human Resources Manager will be responsible for a variety of duties, including but not limited to: supporting the HR coordinator in the implementation of HR policies, ensuring compliance with legal and administrative requirements, providing guidance and support to staff on HR matters, developing and implementing training and development programs for national staff, managing recruitment processes to attract qualified candidates, overseeing performance management systems, and ensuring effective communication and coordination with local authorities and other stakeholders. The HR Manager will also be tasked with monitoring and evaluating HR practices to ensure they align with organizational goals and standards, as well as fostering a positive work environment that promotes staff well-being and engagement.

Required Qualifications:
Candidates must possess a Bachelor’s or Master’s degree in Human Resources Management, Administration, or Law. Additionally, they should have a minimum of three years of experience in the humanitarian sector, with at least two years in a similar HR position. The ideal candidate will have a proven track record of leading and developing HR teams, demonstrating in-depth knowledge of HR best practices, and previous experience in team management. Familiarity with HR software, particularly Homer, is also required.

Educational Background:
The educational background required for this position includes a Bachelor’s or Master’s degree in a relevant field such as Human Resources Management, Administration, or Law. This educational foundation is essential for understanding the complexities of HR policies and practices within the humanitarian context.

Experience:
The position requires a minimum of three years of experience in the humanitarian sector, with at least two years in a similar HR role. This experience should include a demonstrated ability to lead HR teams, manage recruitment processes, and implement training and development programs effectively. Candidates should also have experience working in high-risk environments and be familiar with the challenges associated with HR management in such contexts.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization. Additionally, knowledge of Arabic is considered a strong advantage, as it facilitates better communication with local staff and stakeholders.

  • The role is based in Zalingei, Sudan, which is classified as a high-risk environment with security constraints. The salary for this position starts from EUR 2,310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with accommodation costs and travel expenses covered by the organization. Expatriates will also benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations. The living conditions in Darfur are described as good, with guesthouses equipped with solar panels, internet, and running water, although social life is limited to interactions with other NGO staff.
