Job Overview: The Associate Director, Finance, will play a crucial role in the financial management and administration of the EpiC project in Ukraine, which is part of a larger global health initiative funded by the U.S. Department of State. This position requires a strong understanding of financial compliance with FHI 360 and U.S. Government regulations, as well as the ability to lead budget development and financial reporting. The AD will oversee program expenditures, maintain financial filing systems, and ensure that resources are allocated effectively to meet project priorities. Additionally, the role involves providing capacity development to sub-recipients and ensuring compliance with grant management systems. The Associate Director will work closely with various stakeholders, including project teams and external auditors, to ensure the financial health of the project and prepare necessary reports.
Duties and Responsibilities: The duties and responsibilities of the Associate Director, Finance, include but are not limited to:
Leading budget development and financial reporting processes, ensuring accurate monitoring of program expenditures.
Maintaining comprehensive financial filing systems and conducting revenue forecasting.
Preparing monthly financial reports for internal analysis and tracking, and reviewing project fund statuses.
Overseeing sub-award management and ensuring compliance with terms and conditions.
Providing technical support and capacity development to sub-awardees to enhance their grant management capabilities.
Reviewing all payment requests for accuracy and compliance with FHI 360 policies.
Collaborating with Business Services at HQ to maintain legal status in Ukraine and mitigate legal risks.
Developing and overseeing procurement plans for supplies and equipment, ensuring adherence to proper procurement procedures.
Assisting in liaising with internal and external auditors for project financial management reviews. 1
Supervising and mentoring finance and operations staff, fostering a positive team environment, and ensuring effective coordination of office operational functions.
Required Qualifications: Candidates must possess a Bachelor's Degree in Accounting, Finance, or a related field. A Certified Public Accountant (CPA) or other relevant professional certification is preferred. The ideal candidate should have at least eight years of experience in accounting, operations, and financial management, particularly in large-scale international development assistance programs. Experience in managing financial and operations teams is essential, along with a strong background in financial analysis, reporting, and budget development. Familiarity with U.S. Government cost principles, including PEPFAR regulations and GAAP accounting rules, is highly desirable. Candidates should also demonstrate excellent communication, organizational, and project management skills, as well as the ability to build and maintain professional relationships with various stakeholders.
Educational Background: A Bachelor's Degree in Accounting, Finance, or a related field is required for this position. Additional qualifications such as a Certified Public Accountant (CPA) or other relevant certifications are considered a plus. The educational background should provide a solid foundation in financial principles and practices, enabling the candidate to effectively manage the financial aspects of the EpiC project.
Experience: The position requires a minimum of eight years of relevant experience in accounting, operations, and financial management, particularly within the context of large-scale international development assistance programs. Candidates should have at least five years of experience specifically related to financial analysis, reporting, cash flow analysis, and budget development, preferably in international health projects. Demonstrated experience with U.S. Government cost principles and grants management is essential, as well as a proven track record in developing and managing large budgets and overseeing financial operations.
Languages: Fluency in both English and Ukrainian is mandatory for this position, as the role requires professional proficiency in written and spoken communication in both languages. This is crucial for effective collaboration with local stakeholders and for ensuring compliance with project requirements. Additional language skills may be considered an asset but are not required.
Additional Notes: This position is open to Ukrainian nationals who are currently residing in Ukraine or are willing to relocate. The role is full-time and involves significant responsibilities in financial management and oversight.
