Job Overview: The HR Business Partner (HRBP) plays a crucial role in managing the interface between business units and the Human Resources function within UNFPA. This position involves providing strategic HR client services and driving HR programs and initiatives in the designated client area, which may include regional or headquarters operations. The HRBP is responsible for aligning HR initiatives with business objectives, ensuring effective implementation of HR policies, and guiding client managers in applying these policies equitably. The HRBP will also supervise a team of HR specialists and assistants, ensuring that HR services meet client expectations in terms of efficiency and consistency. This role requires a strong understanding of business acumen and the ability to foster partnerships across various levels of the organization, including collaboration with other UN units and international organizations.
Duties and Responsibilities:
Policy Advice: Serve as the primary contact for policy advice, developing compelling business cases for new or revised HR policies based on consultations with HR Business Partners. Advise staff and managers on HR policies and practices, ensuring timely implementation and providing necessary training.
Performance and Staff Development: Provide strategic advice on performance management and career development systems, managing corporate talent management programs and ensuring local relevance. Support leadership in linking individual performance to strategic priorities and managing under-performance.
Organizational Effectiveness/Business Consulting: Participate in corporate HR initiatives and lead the development of talent management programs. Advise on interventions to enhance organizational effectiveness and high-performing teams.
Planning and Analytics, and Workforce Management: Engage in HR corporate initiatives, providing technical leadership on workforce planning and staffing trends. Contribute to the development of the Annual Regional HR Plan.
Recruitment and Staffing: Oversee recruitment activities for national and international staff, providing guidance on staffing matters and managing the induction of new staff.
Humanitarian Capacity and Capability: Collaborate with the DHR Humanitarian Unit to assist in humanitarian emergencies and support talent acquisition for urgent situations.
Knowledge Building and Sharing: Facilitate knowledge sharing within the HR community and contribute to the modernization of HR policies and practices within the UN system.
Required Qualifications: Candidates must possess a Master’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related discipline. They should have ten years of progressively relevant experience in HR management, with at least five years at the international level and five years in a similar role. Experience in a supervisory or managerial capacity is essential, along with mastery of modern HR concepts and approaches. Candidates should demonstrate the ability to deliver effective solutions to complex HR challenges in a multicultural environment, possess strong analytical skills, and have excellent organizational and project management capabilities. Field experience and experience with international development or humanitarian organizations are considered assets.
Educational Background: A Master’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related field is required for this position.
