Job Overview:
The position of Chargé(e) de Programme – CBT at WFP involves significant responsibilities in managing and implementing food assistance programs in the Democratic Republic of the Congo (DRC), particularly in Bunia. The role is crucial in addressing the humanitarian crisis in the region, where millions are displaced and in urgent need of food assistance. The incumbent will work closely with various stakeholders to ensure that the programs are designed and executed effectively, focusing on a people-centered approach. This includes integrating the principles and normative guidelines of WFP into operational processes, ensuring quality assurance, and leading the digitization of programs to adopt best practices in a rapidly evolving context. The position requires a proactive approach to project management, data analysis, and collaboration with internal and external partners to enhance the effectiveness of food assistance delivery.

Duties and Responsibilities:
The main duties and responsibilities of the Chargé(e) de Programme – CBT include:
  • Contributing to the development of a wide range of projects, plans, and processes, ensuring alignment with WFP's overall programmatic policies and guidelines.
  • Providing support for the management of specific projects of significant size and complexity, ensuring a coordinated approach that adheres to WFP standards and procedures.
  • Supporting quality assurance activities for CBT and in-kind programs in DRC to ensure program quality and the digitization of all processes.
  • Coordinating data analysis to document evidence and implement business requirements for CBT and in-kind reconciliation at the country office and sub-offices, in line with corporate guidelines, including preparing dashboards for internal and external audiences.
  • Developing and coordinating data collection and monitoring systems, ensuring compliance with rigorous quality standards.
  • Conducting research and analysis on a range of operational and policy issues to inform the development of policies, programs, and activities.
  • Contributing to the preparation of accurate and timely reports on programs and activities to facilitate informed decision-making and consistency of information for stakeholders.
  • Liaising with internal and external counterparts to ensure effective collaboration, track project progress, and report potential risks affecting implementation.
  • Supporting the identification, development, and management of potential partnerships to enhance collaborative efforts leading to improved food assistance baskets. 1
  • Assisting in capacity building for WFP staff, partners, and national government to prepare for and respond to food assistance needs, including contributing to training materials. 1
  • Supervising and mentoring junior staff, acting as a reference point and supporting them in their analyses and inquiries. 1
  • Performing any other tasks as required.

Required Qualifications:
The required qualifications for the Chargé(e) de Programme – CBT position include:
  • Advanced university degree in International Relations, Economics, Nutrition/Health, Agriculture, Environmental Sciences, Social Sciences, or any other discipline related to international development assistance; or a first university degree with two (2) additional years of relevant professional experience and/or training/courses.
  • A minimum of three (3) years of experience in relevant programs and fields, with two (2) additional years required if the candidate only holds a first university degree. Experience in CBT is considered an asset.
  • Proven technical knowledge and exposure to technical teams, leadership roles in program implementation, and contributions to policy discussions and decisions.

Educational Background:
Candidates must possess an advanced university degree in a relevant field such as International Relations, Economics, Nutrition/Health, Agriculture, Environmental Sciences, Social Sciences, or a related discipline. Alternatively, a first university degree with two additional years of relevant experience or training is acceptable. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the program's objectives.

Experience:
Candidates should have a minimum of three years of relevant experience in program management and related fields. If the candidate only holds a first university degree, they must have at least five years of experience. Experience in cash-based transfers (CBT) is highly desirable, as it demonstrates familiarity with innovative food assistance modalities and the ability to adapt to changing operational contexts.

Languages:
The mandatory language requirement for this position is proficiency in French (level C), which is essential for effective communication in the DRC. Additionally, an intermediate knowledge of English (level B) is also required, as it facilitates collaboration with international teams and stakeholders. Proficiency in other languages may be considered an asset, enhancing the candidate's ability to engage with diverse populations and partners.
