Job Overview:
The Senior Officer of the FI Donor Programmes Team plays a crucial role in providing assistance and support to the team, operation leaders, and management regarding grant-funded facilities, programmes, and projects throughout their lifecycle. This position focuses on administration, monitoring, and reporting, ensuring that all processes are conducted efficiently and transparently. The Senior Officer will be involved in various tasks, including project preparation, consultant procurement, financial monitoring, and reporting, while also providing general administrative support to the team. The role requires collaboration with both internal teams and external stakeholders, ensuring that the highest professional standards are maintained in managing donor funds.

Duties and Responsibilities:
The Senior Officer is responsible for a wide range of duties, including but not limited to: supporting the team and operation leaders with technical cooperation project preparation and submission for approval; managing the consultant procurement and selection process; processing contract amendments and closures, as well as ensuring timely payment of consultant invoices; conducting administrative and financial monitoring of consultancy contracts; assisting with donor fundraising tasks; performing portfolio spot checks to verify compliance with eligibility criteria; monitoring fund utilization under allocated projects and programmes; preparing external and internal reports and presentations on donor fund usage; processing incentive payments under the oversight of an analyst or manager; collating internal and external portfolio data for reports and data analysis; and preparing and tracking funding estimates or cash flow forecasts. Additional tasks may be assigned as needed.

Required Qualifications:
Candidates must possess a degree and/or equivalent business experience. While a recognized secretarial or business qualification is beneficial, it is not mandatory. Fluency in English, with excellent written and oral communication skills, is essential. Knowledge of another language, such as Arabic, French, or Russian, both written and spoken, would be advantageous. Candidates should demonstrate strong organizational, administrative, and analytical skills, along with a good level of numeracy and attention to detail.

Educational Background:
The position requires a degree or equivalent business experience. While specific educational qualifications are not strictly defined, a recognized secretarial or business qualification would be considered beneficial. The emphasis is on relevant experience and skills that align with the responsibilities of the role.

Experience:
Candidates should have relevant experience in a similar role, demonstrating excellent written and oral communication skills. The ability to work independently, prioritize tasks, and maintain a high level of accuracy is crucial. Experience in administrative and financial monitoring, as well as familiarity with consultancy contracts, is highly desirable.
