Job Overview: The Finance Assistant plays a crucial role in supporting the financial operations of the UNDP Samoa Multi-Country Office. Under the guidance of the Operations Manager and supervision of the Finance Analyst, the Finance Assistant is responsible for providing high-quality financial services that ensure accuracy and consistency in financial records. This position promotes a client-oriented approach in line with UNDP rules and regulations and requires close collaboration with various teams within the MCO, as well as with UNDP Headquarters and Global Shared Services Centre (GSSC) staff. The Finance Assistant is expected to adapt to changing business needs and work across different units and projects to achieve strategic goals. The role involves implementing operational strategies, ensuring compliance with financial processes, and supporting the administration of budgets and cost-recovery systems. The Finance Assistant will also be involved in preparing financial reports, managing cash receipts, and maintaining proper documentation and filing systems, all while contributing to knowledge sharing and capacity building within the organization.
Duties and Responsibilities: The Finance Assistant's duties and responsibilities include supporting the implementation of operational strategies, ensuring compliance with UNDP financial policies and procedures, and providing input for the preparation and review of business processes and internal standard operating procedures. The role involves assisting in the administration of budgets, preparing modifications for UNDP projects, and managing cost-recovery processes. The Finance Assistant will provide accounting and administrative support, ensuring proper control of payment documents and maintaining a systematic archiving system. Required Qualifications: Candidates must possess secondary education with specialized certification in accounting and/or finance. A university degree in finance or accounting is desirable, and part-qualified accountants from an internationally accredited institute of accountancy will have a distinct advantage. Candidates without certification but with relevant experience are required to complete the UNDP Finance Training and Certification Programme (FTCP) if recruited. Knowledge of accounting concepts, principles, regulations, and the ability to apply them in practical situations is essential. Additionally, candidates should have experience in financial reporting and analysis, as well as familiarity with IPSAS, IFRS, or Quantum.
Educational Background: The educational background required for this position includes secondary education with specialized certification in accounting and/or finance. A university degree in finance or accounting is preferred, and candidates with accountancy certification from an internationally accredited institute will be favored. Those without certification but possessing relevant experience must complete the UNDP Finance Training and Certification Programme upon recruitment.
Experience: Candidates should have a minimum of 5 years of progressively responsible finance and accounting experience at the national or international level if they possess secondary education. Alternatively, candidates with a bachelor's degree are required to have at least 2 years of relevant experience. Experience in using computers and office software packages, particularly advanced knowledge of spreadsheets and ERP financial systems, is essential. Familiarity with donor-funded projects, cost recovery, and multi-currency transactions is desired, as is experience working with UNDP or other UN entities.
