Job Overview:
The National Project Coordinator (NPC) will play a crucial role in the implementation of the United Nations’ Highlands Joint Programme Phase 2 (HJP2) in Papua New Guinea. This program aims to address the root causes of conflict, fragility, and underdevelopment in the Highlands region, particularly in provinces such as Hela, Southern Highlands, Enga, and Western Highlands. The NPC will be responsible for the day-to-day management of the project, ensuring that activities are planned and executed effectively. This includes coordinating with implementing partners, providing technical support, and facilitating workshops and training sessions. The NPC will also monitor project progress, prepare budget estimates, and ensure compliance with ILO regulations. The role requires strong leadership and communication skills, as the NPC will engage with various stakeholders, including government authorities, NGOs, and community organizations, to promote peace, social cohesion, and economic development in the region.

Duties and Responsibilities:
The duties and responsibilities of the National Project Coordinator include:
  • Developing concept notes, terms of reference, and implementation agreements to ensure successful project activities.
  • Organizing and participating in consultative meetings, seminars, and training workshops, serving as a resource person when necessary.
  • Monitoring project activities by reviewing workplans and reports, identifying challenges, and recommending solutions to ensure timely and quality results.
  • Preparing budget estimates and expenditure forecasts to ensure adequate resources for project activities.
  • Ensuring adherence to ILO financial and administrative regulations and acting as the primary contact for partners regarding administrative procedures.
  • Designing and implementing a Performance Monitoring Plan, including results, baselines, targets, and indicators.
  • Serving as the focal point for mid-term and final evaluations of the project.
  • Establishing and maintaining relationships with national and local stakeholders, including government bodies, employers’ and workers’ organizations, and NGOs.
  • Preparing reports and statistical data on project activities and developments in the country. 1
  • Documenting good practices and lessons learned for sharing with similar initiatives. 1
  • Performing other duties as assigned by supervisors.

Required Qualifications:
Candidates must possess a first-level university degree in economics, social sciences, or a related field, with a strong understanding of development issues in Papua New Guinea. They should have at least three years of professional experience in project management, implementation, and monitoring and evaluation at the national level. Experience in peacebuilding or related fields is considered an asset. Candidates should demonstrate strong analytical skills, the ability to cultivate partnerships, and effective communication skills, both verbal and written. A clear understanding of gender equality and social inclusion principles is essential, along with proficiency in financial rules and regulations.

Educational Background:
The educational background required for this position includes a first-level university degree in a relevant field such as economics or social sciences. Candidates should have a strong knowledge base regarding development issues specific to Papua New Guinea, which will be critical for the successful implementation of the project.

Experience:
The position requires a minimum of three years of professional experience in project management, implementation, and monitoring and evaluation at the national level. Candidates with experience in peacebuilding or related areas will have an advantage, as the role involves addressing complex social issues and fostering community engagement.

Languages:
Candidates must have an excellent command of English, which is mandatory for effective communication within the organization and with stakeholders. Proficiency in a national language is also required, as it will facilitate engagement with local communities and stakeholders.
