Job Overview: The Logistics/Procurement Officer position is crucial for supporting the implementation of logistics and procurement functions in Southern Ukraine. This role involves ensuring that all procurement activities are conducted transparently and in accordance with NRC policies and donor regulations. The officer will be responsible for preparing status reports, maintaining proper documentation, and promoting improvements in the support function. The position requires a proactive approach to managing procurement processes, including supplier pre-qualification, market research, and ensuring compliance with internal control systems. The officer will also assist in local market assessments and contribute to the preparation of documentation for bids committee meetings, ensuring that all procurement records are accurately maintained and filed.
Duties and Responsibilities: The duties and responsibilities of the Logistics/Procurement Officer include:
Ensuring adherence to NRC policies, tools, handbooks, and guidelines in all procurement activities.
Implementing the delegated support function portfolio according to the action plan.
Preparing and developing status reports as required by management.
Maintaining proper filing of procurement documents.
Promoting and sharing ideas for improving the support function. Specific responsibilities include:
Conducting procurement activities in a transparent and accountable manner, including those requested from other parts of Southern Ukraine.
Undertaking supply and service providers' pre-qualification and conducting market research to identify legitimate local suppliers or contractors.
Ensuring the implementation of an internal control system for procurement processes, including the accurate preparation of Purchase Requests and Purchase Orders.
Advising departmental staff on payment-related documentation.
Assisting in local market assessments and preparing documentation for bids committee meetings.
Ensuring compliance with NRC and donor regulations during tenders and procurement processes.
Managing procurement tracking processes and workflows using Agresso.
Carrying out other logistics duties as assigned in other departments as temporary relief when required.
Required Qualifications: The required qualifications for the Logistics/Procurement Officer position include:
A minimum of 3 years of experience working as a Logistician or in Procurement.
Previous experience in complex and volatile contexts.
Documented results related to the responsibilities of the position.
Proficiency in the local language (Ukrainian) and a good command of the English language.
Proficiency in computer packages such as Word, Excel, PowerPoint, email, and Internet, with the ability to type quickly and accurately.
Strong organizational skills, including the ability to meet deadlines, prioritize tasks, and pay attention to detail.
Ability to work effectively in a team and demonstrate adaptability and flexibility.
Educational Background: The educational background required for this position includes a BA Degree in Supply Chain Management, Logistics, or a related field. This educational foundation is essential for understanding the complexities of logistics and procurement processes within the humanitarian sector.
Experience: The position requires a minimum of 3 years of relevant experience in logistics or procurement, particularly in challenging and dynamic environments. Experience in the humanitarian sector is considered an advantage, as it provides valuable insights into the specific challenges and requirements of working in such contexts. Additionally, basic experience in asset and fleet management is beneficial for this role.
Languages: The mandatory language for this position is Ukrainian, as it is essential for effective communication within the local context. A good command of the English language is also required, as it facilitates communication with international stakeholders and compliance with donor regulations. Proficiency in additional languages may be considered an asset but is not mandatory.
