Job Overview:
The Senior IT Officer, Business Solutions I (Associate Senior Solutions Architect) plays a critical role in the World Bank's Information and Technology Solutions (ITS) Vice Presidential Unit (VPU). This position is designed for individuals who are passionate about leveraging technology to enhance development outcomes. The ITS VPU aims to utilize information and technology as a force multiplier to accelerate and sustain development impact. The Associate Senior Solutions Architect will be responsible for leading multiple projects within the World Bank Operations portfolio, ensuring that technical solutions align with the unit's initiatives and are effectively delivered to operations staff. This role requires a blend of technical leadership, project management, and collaboration with various stakeholders to ensure the successful implementation of business-critical applications and solutions that support the World Bank’s operational lines of business.

Duties and Responsibilities:
The Associate Senior Solutions Architect will undertake a variety of responsibilities, including but not limited to: acting as the Technical Architect and leading solution delivery teams in the implementation, maintenance, and operation of business-critical applications; architecting process integrations with various applications and data platforms; leading the implementation of container-based document management systems; providing guidance to stakeholders on technical features of digital solutions; documenting and communicating technical analyses and designs; collaborating with the security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security Team to meet security requirements; identifying and evaluating systemic issues; applying scientific principles to design and support IT products; defining technical architecture principles; coordinating with vendors and consultants; mentoring junior staff; and converting operational needs into detailed technical blueprints. The role also involves hands-on development of prototypes and MVPs, ensuring systems integration and interoperability, and enforcing technical governance standards.

Required Qualifications:
Candidates must possess a Master’s degree in computer science or a related STEM field (e.g., Engineering, Mathematics, or Information Systems) with at least 8 years of relevant experience, or a Bachelor’s degree with a minimum of 10 years of relevant experience. Proven leadership in managing large, complex deliverables is essential, with a minimum of 7 years of experience leading large teams of developers and taking full responsibility for the end-to-end delivery of technical solutions. Hands-on technical expertise is required, along with a solid understanding of Service Oriented Architecture (SOA) principles, design patterns, and cloud technologies. Candidates should also have experience in developing and maintaining large-scale solutions in Microsoft .NET Framework, architecting Microsoft Dynamics-based solutions, and custom development with .NET/C#. Strong experience with Azure services and a good understanding of Azure data platforms are also necessary.

Educational Background:
The educational background required for this position includes a Master’s degree in computer science or a related STEM field, or a Bachelor’s degree with significant relevant experience. The emphasis is on advanced knowledge and skills in technology and information systems, which are critical for the role of Associate Senior Solutions Architect.

Experience:
The position requires a minimum of 8 years of relevant experience for candidates with a Master’s degree, or at least 10 years for those with a Bachelor’s degree. This experience should include managing large teams, delivering complex technical solutions, and working in environments with shifting priorities and multi-layered governance structures. Candidates should have hands-on experience in development and troubleshooting, particularly in high-pressure scenarios.

The mandatory language for this position is English. Proficiency in additional languages may be considered a plus, but English is the primary language of communication within the organization.
