Job Overview: The Project Manager will play a crucial role in leading the implementation of a health infrastructure rehabilitation project in Syria. This project aims to restore hospitals and health facilities, ensuring they are equipped with essential utilities, power systems, and medical waste management systems. The Project Manager will be responsible for overseeing the day-to-day management of the project, ensuring that activities align with the project document and lead to the timely achievement of targets. The role requires a strategic approach to project planning, risk management, and stakeholder engagement, as well as a commitment to integrating gender equality considerations into all project interventions. The Project Manager will also be expected to foster collaborative relationships with key partners and donors, ensuring effective communication and coordination throughout the project lifecycle.
Duties and Responsibilities: The Project Manager will be responsible for the effective management of the assigned project, including day-to-day oversight and coordination of activities. Key responsibilities include developing detailed implementation plans, managing project risks, and ensuring compliance with UNDP regulations. The Project Manager will also be tasked with planning and developing Annual Work Plans (AWPs), identifying bottlenecks, and proposing innovative solutions to enhance project performance. Additionally, the role involves maintaining collaborative working relationships with project partners, leading the development of effective partnerships, and ensuring that project activities build the capacities of stakeholders. The Project Manager will oversee project monitoring, evaluation, and reporting, ensuring high-quality documentation and compliance with donor requirements. Staff management and supervision will also be a key aspect of the role, including setting performance goals and providing guidance to team members. Finally, the Project Manager will facilitate knowledge management and dissemination of lessons learned throughout the project implementation process.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in Civil Engineering, Biomedical Engineering, or a related technical field, with a focus on construction and/or infrastructure rehabilitation. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. A minimum of 5 years of relevant work experience is required for candidates with a master's degree, or 7 years for those with a bachelor's degree. Experience in project implementation and management, including budget management, coordination, monitoring, and evaluation, is essential. Candidates should also have at least 5 years of relevant experience in infrastructure rehabilitation, particularly in healthcare facilities, and possess strong knowledge of project management principles and practices.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant technical field such as Civil Engineering or Biomedical Engineering. Candidates with a bachelor's degree may still be considered if they have additional qualifying experience. The focus should be on construction and infrastructure rehabilitation, particularly in the context of healthcare facilities.
Experience: Candidates should have a minimum of 5 years of relevant work experience in project implementation and management, with a strong emphasis on infrastructure rehabilitation projects. Experience in fragile or conflict-affected environments is highly desirable, as is proven expertise in coordinating hospital infrastructure systems. Familiarity with UNDP processes and procedures, as well as experience working with international donor-funded projects, will be considered advantageous.
Languages: Fluency in English (both written and spoken) is mandatory, as is fluency in Arabic as a native language. Proficiency in additional UN languages is considered an asset and may enhance a candidate's application.
