Job Overview:
The position of Data and Georeferencing (GIS) International Consultant for Care Systems and Climate Resilience involves a comprehensive set of responsibilities aimed at addressing care, climate, and gender data gaps in the Asia-Pacific region. The consultant will support diagnostics, provide training, develop geospatial dashboards, process care-related datasets, and integrate climate and socio-economic indicators. The role also includes assisting Bhutan and Malaysia in piloting the Care Georeferencing Tool (CGT), which is a critical component of UNDP’s efforts to enhance data-driven decision-making in the context of climate resilience and gender equality. The consultant will work closely with local stakeholders to build capacity and create technical documentation that supports the implementation of the CGT.

Duties and Responsibilities:
The consultant will be responsible for the following duties:
  • Conduct diagnostics to identify care, climate, and gender data gaps in pilot countries.
  • Provide training sessions for local stakeholders on the use of the Care Georeferencing Tool (CGT).
  • Develop geospatial dashboards that visualize care-related datasets and integrate climate and socio-economic indicators.
  • Process and analyze care-related datasets to inform policy recommendations.
  • Collaborate with local teams in Bhutan and Malaysia to pilot the CGT, ensuring that it meets the specific needs of these countries.
  • Create technical documentation that outlines the methodology and processes involved in using the CGT.
  • Facilitate capacity-building workshops to empower local stakeholders in data collection and analysis.
  • Monitor and evaluate the effectiveness of the CGT implementation and provide feedback for improvements.

Required Qualifications:
Candidates must possess a strong background in GIS and data analysis, with proven experience in geospatial data processing and visualization. Familiarity with care systems, climate resilience, and gender issues is essential. The consultant should have excellent communication skills, both written and verbal, and the ability to work collaboratively with diverse teams. Proficiency in using GIS software and tools is required, along with a solid understanding of data management practices. Additionally, candidates should demonstrate a commitment to sustainable development and gender equality.

Educational Background:
A master’s degree in Geography, Environmental Science, Data Science, or a related field is required. Candidates with a PhD in a relevant discipline will be given preference. Specialized training or certifications in GIS and data analysis will be advantageous.

Experience:
A minimum of 5 years of professional experience in GIS, data analysis, and project management is required. Experience working with international organizations, particularly in the context of sustainable development, climate resilience, and gender equality, is highly desirable. Previous experience in capacity building and training is also an asset.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of additional languages relevant to the Asia-Pacific region, such as Thai, Malay, or Bhutanese languages, would be considered a strong advantage.

The assignment is home-based with travel to pilot countries, specifically Bhutan and Malaysia, and is expected to last for 90 days from March to December 202
