Job Overview: The Programme Analyst in SRH will play a crucial role in coordinating and implementing sexual and reproductive health services in Haiti, particularly in response to the ongoing humanitarian crisis exacerbated by gang violence and displacement. The incumbent will work under the direct supervision of the Humanitarian Coordinator and will be responsible for ensuring the effective delivery of SRH services, including the deployment of mobile clinics and the establishment of safe spaces for women and girls. The role requires collaboration with various stakeholders, including health directorates and NGOs, to enhance access to essential SRH and GBV services. The Programme Analyst will also be involved in capacity building, training health personnel, and monitoring the quality of services provided. This position is vital in addressing the urgent needs of the affected populations and ensuring that UNFPA's strategic objectives are met in a challenging environment.
Duties and Responsibilities: The incumbent will coordinate and supervise the implementation of SRH activities, ensuring effective collaboration with partner agencies and NGOs. Responsibilities include overseeing the deployment of mobile clinics, preparing reports on achievements, and maintaining an updated mapping of SRH/GBV partner services. The Programme Analyst will also identify training needs of partner health institutions, develop capacity-building plans, and support the implementation of the Minimum Initial Service Package (MISP) for reproductive health. Monitoring and evaluation of SRH services will be a key responsibility, including establishing systems to assess service quality and preparing distribution plans for medical supplies. The role also involves community engagement, ensuring UNFPA's visibility in SRH activities, and participating in advocacy and resource mobilization efforts.
Required Qualifications: Candidates must possess a Master's degree in Public Health, with a background as a Medical Doctor, Nurse, or Midwife. Professional experience in the reproductive health sector is essential, particularly in project management within humanitarian or emergency settings. Training in MISP/SRH and/or GBV in Emergencies is an asset, along with experience in adult training and facilitation. Familiarity with the implementation of the Minimum Initial Service Package (MISP) for reproductive health and experience working with international organizations or the UN system are highly desirable. Strong organizational, communication, and negotiation skills are required, as well as proficiency in common office software applications.
Educational Background: A Master's degree in Public Health is required for this position. Candidates with qualifications as a Medical Doctor, Nurse, or Midwife will be considered. The educational background should include knowledge of reproductive health and experience in health program management, particularly in crisis settings.
Experience: Candidates should have professional experience in the reproductive health sector, ideally with a focus on sexual and reproductive health projects in humanitarian contexts. Experience as a project or program manager in the health sector is crucial, along with a proven ability to work effectively in high-pressure environments and within multicultural teams. Familiarity with integrated GBV and reproductive health programs is required, as well as strong skills in project writing and resource mobilization.
Languages: Fluency in written and spoken French and English is mandatory. A working knowledge of another UN language is advantageous, and proficiency in Haitian Creole is considered an asset.
