Job Overview: The consultancy aims to conduct a comprehensive evaluation of the Government of Kyrgyzstan/UNFPA Country Programme for the period 2023-202
The evaluation will assess the relevance, coherence, effectiveness, efficiency, and sustainability of the 5th Country Programme. The evaluation team will consist of four experts, including an International Consultant, two National Consultants, and a Young Emerging Evaluator (YEE). The International Consultant will lead the evaluation, ensuring the quality and timely submission of deliverables. The evaluation will provide an independent assessment that will inform the design of the next programme cycle, focusing on essential services for marginalized populations, including women and youth, and the integration of human rights-based approaches.
Duties and Responsibilities: The Evaluation Team Leader will oversee the design and implementation of the evaluation, coordinating the work of the team and ensuring quality deliverables. The National Quality Services and Social Accountability Expert will assess the availability and integration of essential services for marginalized populations, while the Policy, Institutions, and Strategic Engagement Expert will evaluate the effectiveness of laws and financial frameworks related to reproductive health. The Young Emerging Evaluator will support all phases of the evaluation, including methodology development and data collection. Responsibilities include conducting interviews, group discussions, and document reviews, as well as contributing to the evaluation methodology and work plan. The team will also be responsible for disseminating evaluation results and ensuring stakeholder engagement throughout the process.
Required Qualifications: Candidates must possess a strong background in evaluation, monitoring, and research, with specific expertise in reproductive health, gender-based violence, and social accountability mechanisms. The International Consultant should have extensive experience in leading evaluations in international development contexts, while National Consultants should have relevant local expertise. The Young Emerging Evaluator must be under 35 years of age, with a Bachelor’s degree in a relevant field and less than 5 years of experience in monitoring and evaluation. Strong analytical, organizational, and communication skills are essential, along with proficiency in data visualization tools and familiarity with UNFPA's mandate.
Educational Background: The educational requirements for this consultancy include a Bachelor’s degree in development studies, population studies, economics, social sciences, public health, or a related discipline. A certificate in evaluation or equivalent qualification is also required for the Young Emerging Evaluator. Advanced degrees may be preferred for the International Consultant and National Consultants, particularly in fields related to public health or social policy.
Experience: The level of experience required varies by role. The International Consultant should have significant experience in leading evaluations, ideally with a focus on reproductive health and gender issues. National Consultants should have relevant experience in the local context, particularly in assessing health services and policy frameworks. The Young Emerging Evaluator should have less than 5 years of experience in monitoring and evaluation, research, or social studies, demonstrating a commitment to professional growth in the field.
Languages: Fluency in written and spoken English and Russian is mandatory for all roles. Knowledge of the Kyrgyz language is considered an asset, particularly for the National Consultants, as it will facilitate communication with local stakeholders and enhance the evaluation process.
Additional Notes: The consultancy is expected to run from March 25 to July 31, 2026, with specific deliverables due at various stages throughout the evaluation process. The International Consultant will work for 50 non-consecutive days, while National Consultants and the Young Emerging Evaluator will each work for 35 non-consecutive days. All deliverables must be submitted electronically in English. The evaluation will be managed by the CPE manager at UNFPA Kyrgyzstan, with oversight from the UNFPA Eastern Europe and Central Asia Regional Office.
