The organization operates through its main office in Kabul and five sub-offices in Balkh, Bamyan, Herat, Kandahar, and Nangarhar, emphasizing the importance of sub-national engagement to support Afghan women and girls.

Job Overview:
The Programme Analyst position is crucial for coordinating UN Women Afghanistan's advocacy, programming, and project activities at the regional level. Reporting to the Head of Sub-Office, the Programme Analyst will work closely with the Programme and Operations teams in Kabul. The role involves managing relationships with national partners and stakeholders at the local level, overseeing the monitoring and reporting of programme implementation, and managing finances and personnel within the field office. The Programme Analyst will also be responsible for identifying emerging gender issues, advising on political or security changes, and supporting project planning and implementation in collaboration with local partners. This position requires a proactive approach to capacity building and resource mobilization, ensuring that Afghan women and girls are at the center of UN Women’s response to the ongoing crisis in Afghanistan.

Duties and Responsibilities:
  • Guide coordination with provincial partners and stakeholders at the sub-national level, establishing and expanding relationships to support UN Women programmes.
  • Participate in cluster and coordination meetings with UN agencies and partners.
  • Identify and maintain relationships with women’s civil society and gender equality advocates.
  • Lead consultations with women’s civil society and gender equality advocates.
  • Identify capacity building needs and support partners through technical assistance and training.
  • Coordinate UN Women programmes across all thematic areas at the regional level, advising on political or security scenarios relevant to program implementation.
  • Support the development and implementation of work plans and periodic reports.
  • Monitor programme implementation and expenditure, conducting regular monitoring visits.
  • Manage financial resources, including budgeting and expenditure tracking. 1
  • Develop partnerships and resource mobilization strategies. 1
  • Coordinate advocacy campaigns and knowledge management initiatives.

Required Qualifications:
  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or related areas.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • Project/programme management certification (PMP®, PRINCE2®, or MSP®) is an advantage.
  • Strong programme formulation, implementation, monitoring, and evaluation skills.
  • Good budget and finance skills.
  • Knowledge of Results Based Management and UN programme management systems.
  • Ability to gather and interpret data and present findings.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as public administration, law, human rights, gender equality, management, or social sciences. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A project/programme management certification is considered an added advantage.

Experience:
At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners is required. Experience in coordinating, implementing, monitoring, and evaluating development programmes and projects is desirable. Proficiency in using computers and office software packages, as well as experience with web-based management systems, is essential. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is also desirable.

Languages:
Fluency in English is mandatory. Additionally, fluency in Dari and/or Pashto is required, as these languages are essential for effective communication within the local context.
