Job Overview:
The Deputy Country Director Program (DCDP OSS) plays a crucial role in managing and coordinating the program department of the country office where they are deployed. This position is part of SI's efforts to strengthen its operations through a flying support team (OSS Operations Support Staff). The DCDP OSS is responsible for providing programmatic guidance to the Country Director and coordination teams, ensuring that SI's program norms and standards are applied in the design of needs-driven programs. The DCDP OSS will oversee the technical program departments, including WASH, SAME, Shelter, and MEAL, and ensure that programs are adaptable to contextual changes and sensitive to conflicts. The role involves coordinating with implementation teams to plan needs assessments, supervising technical coordinators, and ensuring compliance with project cycles and implementation deadlines. Depending on the needs of the country offices, the DCDP OSS may also perform the duties of a Program Coordinator.

Duties and Responsibilities:
The DCDP OSS has a comprehensive set of responsibilities, including:
  • Providing programmatic guidance to the Country Director and coordination teams, including cross-cutting themes and new activities.
  • Coordinating with implementation teams to plan needs assessments and overseeing their technical and methodological conduct.
  • Supervising technical coordinators and guiding them in their support to field teams.
  • Working with field coordinators to ensure compliance with the project cycle and implementation deadlines.
  • Managing and coordinating the program department of the country office during assignments.
  • Supporting SI's positioning in various sectors of intervention by ensuring that programs are designed with demonstrable impact.
  • Adapting programs to contextual changes and ensuring sensitivity to conflicts.
  • Performing the duties of a Program Coordinator as needed based on the requirements of the country offices.

Required Qualifications:
Candidates must possess a master's degree in fields such as humanitarian response, international cooperation, development, or technical sectors like WASH, SAME, shelter, or MEAL. Additionally, candidates should have previous experience in program management and coordination within an international NGO or association, with a minimum of one year in a Deputy Country Director or Program Coordinator position, preferably with Solidarités International or another NGO.

Educational Background:
A master's degree is required in relevant fields such as humanitarian response, international cooperation, development, or specific technical sectors including WASH, SAME, shelter, or MEAL. This educational background is essential for understanding the complexities of humanitarian aid and program management.

Experience:
Candidates should have substantial experience in program management and coordination, specifically within the context of international NGOs. A minimum of one year in a leadership role such as Deputy Country Director or Program Coordinator is required, with a preference for experience with Solidarités International or similar organizations. This experience is crucial for effectively managing programs and leading teams in challenging environments.

Languages:
Fluency in both French and English is mandatory, with very good reading, writing, and speaking skills. Additionally, fluency in other languages, particularly Arabic and Spanish, is considered a plus and can enhance communication and program effectiveness in diverse contexts.

Additional Notes:
The position offers a permanent expatriate contract with a salary calculated based on the expatriate salary scale, starting at €2,600 per month. Per diem and accommodation are covered during deployments, and employees receive one day off for each weekend spent in the field, along with 25 days of paid vacation. There is no reduced working time (RTT) policy. Health and life insurance, as well as repatriation costs, are fully covered. Employees have the flexibility to choose their location (France or abroad) outside of deployment periods.
