Job Overview: The Monitoring and Evaluation Associate will play a crucial role in the EpiC project, which is aimed at enhancing the HIV response in the Philippines. This position involves working closely with the EpiC HIV Monitoring and Evaluation Specialist to ensure that the project's monitoring and evaluation (M&E) data is collected, analyzed, and reported in a timely manner. The associate will assist in the introduction of innovative M&E activities and contribute to the development of tools and materials that support the project's objectives. The role requires a strong focus on data quality and the utilization of HIV information systems to improve service delivery at the facility level. The associate will also engage in capacity building efforts to enhance the skills of local partners in data analysis and M&E practices, ensuring that the project meets its goals effectively.
Duties and Responsibilities: The key responsibilities of the Monitoring and Evaluation Associate include assisting in data collection and performing data entry tasks, ensuring the accuracy and consistency of entered data through quality reviews, and supporting the utilization of HIV information systems across facilities. The associate will collaborate with the Senior Strategic InformationAdvisor and M&E Specialist to monitor project initiatives and prepare quarterly M&E reports. Additionally, the role involves site-level monitoring, participation in project research activities, and contributing to presentations and reports. The associate will also be required to travel domestically to coordinate and monitor project activities as needed.
Required Qualifications: Candidates should possess a working knowledge of concepts and practices related to program support for HIV activities and projects. Experience in program monitoring and evaluation, data collection, and health-related data management is desired. Familiarity with M&E and USAID reporting requirements is preferred, along with excellent interpersonal and teamwork skills. Proficiency in using the MS Office suite (Word, Excel, PowerPoint) is essential, and experience with data analysis software such as Stata, SPSS, or Power BI is a plus. The ability to analyze data, correct errors, and prepare reports is crucial, as is the capacity to work independently and collaboratively with minimal supervision.
Educational Background: A Bachelor’s degree in Social Sciences, Statistics, Information Technology, or any Allied Health/Medical field is required for this position. This educational background will provide the necessary foundation for understanding the complexities of health data and program evaluation.
Experience: The ideal candidate should have a minimum of 1-3 years of program monitoring experience, preferably in health or HIV-related projects. This level of experience is essential to ensure that the associate can effectively contribute to the project's monitoring and evaluation efforts and understand the nuances of health program implementation.
Languages: Fluency in English is mandatory, along with proficiency in the local language. This bilingual capability is important for effective communication with local partners and stakeholders involved in the project.
Additional Notes: The position is based in Manila and involves significant travel (at least 80%) within the National Capital Region (NCR), Central Luzon, and CALABARZON.
