Job Overview:
The Technical Advisor will play a crucial role in supporting the implementation of projects aimed at enhancing urban sustainability and inclusivity, particularly in São Paulo. This position involves close collaboration with UN-Habitat’s operational and technical teams, ensuring that project activities align with the organization’s quality expectations. The advisor will provide technical guidance on urban solid waste management and assist in the development of municipal plans, contributing to the overall goal of improving living conditions for urban populations. The role requires a proactive approach to problem-solving and the ability to navigate complex urban governance landscapes.

Duties and Responsibilities:
The Technical Advisor will be responsible for a variety of tasks, including: 1) Offering technical support for the work developed by UN-Habitat and São Paulo’s Municipality teams; 2) Assisting in identifying necessary studies and proficiencies for technical work; 3) Providing guidance for the Municipal Solid Waste Plan's solution study and action plan; 4) Formulating guidelines related to urban solid waste management; 5) Overseeing the implementation of project products and consultancies; 6) Contributing to information exchange and product development; 7) Supporting the revision of technical content prepared by the project team; 8) Anticipating and mitigating project risks; 9) Ensuring alignment of technical activities with UN-Habitat's quality expectations; 10) Participating in partner meetings to strengthen project visibility; 11) Completing required training and security" style="border-bottom: 1px dotted #007bff !important;">security courses; 12) Performing additional tasks as requested by project coordination.

Required Qualifications:
Candidates must possess a Bachelor's degree in Sanitation Engineering, Environment Engineering, Civil Engineering, Urban Studies, or related fields. A postgraduate degree in relevant areas is required or an additional four years of relevant experience beyond the basic requirement. Candidates should have a strong background in project management, particularly in urban and sanitation planning, with a minimum of six years of experience in Brazil. Familiarity with solid waste management themes and experience in developing waste plans are essential. Experience with participatory activities and knowledge of UN processes are desirable.

Educational Background:
A Bachelor's degree in a relevant field is mandatory, with a preference for candidates holding a postgraduate degree in Waste Management, Sanitation Engineering, Environment Engineering, Civil Engineering, Public Administration, Public Policy, or Urban Studies. The educational background should reflect a strong foundation in urban planning and environmental management.

Experience:
The position requires at least six years of professional experience in project or program management related to urban and sanitation planning in Brazil. Candidates should have demonstrated expertise in solid waste management and experience in developing waste management plans. Experience with international agencies, particularly the UN, is highly desirable, as is experience in conducting participatory activities.

Languages:
Fluency in Portuguese is required for this position, as it is the primary working language in Brazil. Proficiency in English and French is also beneficial, as these are the working languages of the United Nations Secretariat. Knowledge of Spanish is advantageous, particularly for collaboration within the Regional Office.

Additional Notes:
This position is part-time, with a commitment of 40% of full-time hours, and is classified under the LICA 3/10 UNOPS Salary Scale. The appointment is on a local basis, and only Brazilian nationals or candidates with a permanent visa in Brazil may apply. The contract duration is three months, with the possibility of extension subject to funding availability and performance.
