Job Overview: The Chargé.e technique Génie Civil d'Accès Léger is tasked with assessing physical access constraints in areas affected by Cyclone Gezani, designing and supervising emergency rehabilitation works for road infrastructures and crossings, and strengthening the capacities of local actors. This role is crucial for facilitating humanitarian aid delivery and restoring access to essential services for affected populations. The position requires a proactive approach to problem-solving and collaboration with local authorities and humanitarian actors to ensure effective interventions. The successful candidate will be involved in rapid assessments, technical planning, and on-site supervision of rehabilitation works, ensuring adherence to safety and quality standards while adapting to the dynamic challenges presented by the post-disaster environment.
Duties and Responsibilities:
Conduct rapid assessments of damage to road infrastructures and crossings in affected areas, identifying and mapping priority 'hot spots' that limit humanitarian access.
Prioritize interventions in consultation with local authorities and humanitarian actors based on humanitarian impact and technical feasibility.
Produce initial assessment reports with justified prioritization and technical recommendations.
Develop technical solutions for emergency rehabilitation tailored to local constraints and resources.
Supervise the implementation of rehabilitation works, ensuring compliance with technical specifications and quality standards.
Manage daily site operations, including problem-solving and adapting methods to field constraints.
Coordinate closely with local authorities and humanitarian actors to ensure complementary actions and maximize humanitarian access.
Train and mentor local teams on emergency rehabilitation techniques and best practices for infrastructure maintenance.
Organize the official handover of completed works to local authorities, including detailed reporting on the interventions.
Required Qualifications: Candidates must possess knowledge of clearing and reopening access works, particularly in rural and secondary road contexts. They should have the ability to supervise light civil engineering works in post-disaster situations and understand High-Intensity Labor (THIMO) methods. The role requires adaptability to local conditions and resource constraints, as well as knowledge of safety regulations applicable to manual works. Strong organizational skills and the ability to lead teams in the field are essential, along with effective communication skills to engage with local authorities and communities.
Educational Background: A degree in civil engineering, construction management, or a related field is required. Candidates should have a solid understanding of civil engineering principles and practices, particularly in emergency contexts. Additional certifications in project management or disaster response would be advantageous.
Experience: Candidates should have at least 3-5 years of experience in civil engineering or construction, with a focus on emergency response and rehabilitation projects. Experience working in humanitarian contexts, particularly in post-disaster scenarios, is highly desirable. Familiarity with local construction practices and regulations in Madagascar is a plus.
Languages: Fluency in French is mandatory, as it is the primary language of communication in Madagascar. Proficiency in English is a plus, as it may facilitate communication with international teams and stakeholders. Knowledge of local Malagasy languages would be beneficial for community engagement.

The role is based in Tamatave (Toamasina) with frequent travel to affected districts. This is an unaccompanied position, and accommodation will be provided by HI. The contract includes a competitive salary starting at €2450 gross per month, per diem of €527 net per month, and 25 days of paid leave per year. Additionally, there is a monthly rest and recuperation day. HI offers a comprehensive international contract that includes health coverage, retirement benefits, and other social protections.
