Job Overview:
The consultant will play a crucial role in strengthening migration-related planning, programming, and policy development through data and research in Uganda. This position is part of a 12-month project funded by the IOM Development Fund (IDF), aimed at addressing the fragmented and uncoordinated migration data landscape in Uganda. The consultant will be responsible for conducting consultation workshops, key informant interviews, and a comprehensive analysis of Uganda's migration trends and policy frameworks. The goal is to develop a robust migration profile roadmap that aligns with national and international frameworks, including the Global Compact for Migration (GCM) and the Sustainable Development Goals (SDGs). The consultant will also engage with various stakeholders to enhance data collection and improve coordination among government agencies and partners, ultimately contributing to effective migration governance in Uganda.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including:
  • Conducting context analysis to review Uganda's migration trends, policy frameworks, and institutional arrangements.
  • Defining data scope by identifying priority indicators aligned with national and international frameworks.
  • Mapping relevant sources of administrative data from various ministries and reviewing existing data and research reports.
  • Developing a data collection plan in consultation with key stakeholders, including UBOS and NPA.
  • Engaging with stakeholders to propose coordination mechanisms for collaboration.
  • Conducting a gap analysis to identify data deficiencies and propose strategies for addressing these gaps.
  • Participating in key project activities, including workshops and consultative sessions to develop a gender-inclusive data roadmap.
  • Delivering tangible outputs such as an inception report, migration data compendium, stakeholder mapping report, draft migration profile roadmap, and a final report with recommendations for data governance.

Required Qualifications:
Candidates must possess an advanced degree in Migration Studies, Statistics, or a related field from an accredited institution. A minimum of 2 years of relevant work experience in migration data analysis and policy development is required. Familiarity with Uganda's migration context, trends, and international frameworks such as GCM and SDGs is essential. Strong expertise in migration research and statistical data analysis, along with proven project management skills, is necessary. Excellent communication and stakeholder engagement abilities are also required, as well as the capacity to develop actionable roadmaps aligned with national and international migration frameworks.

Educational Background:
An advanced degree in Migration Studies, Statistics, or a related field is required. The educational background should be from an accredited academic institution, ensuring that the candidate has a solid foundation in the relevant disciplines necessary for effective migration data analysis and policy development.

Experience:
Candidates should have proven experience in migration data analysis and policy development, particularly within the East, Horn, and Southern Africa regions. Familiarity with Uganda's migration context, including trends, transit routes, and relevant international frameworks, is crucial. The level of experience should reflect a strong understanding of the complexities of migration governance and the ability to engage with various stakeholders effectively.

Languages:
Fluency in English is mandatory, as it is the primary language of communication for this position. IOM's official languages also include French and Spanish, and proficiency in these languages may be considered an asset during the selection process. Candidates will be evaluated on their language skills, which may include written and/or oral assessments.

Additional Notes:
The consultancy is expected to last for 12 months, with specific deliverables and timelines outlined in the project scope. The consultant may be required to travel to meet with key local government officials and border authorities in specific target districts. The appointment is subject to funding confirmation and the candidate's medical fitness for appointment. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM has a zero-tolerance policy regarding conduct incompatible with its aims and objectives, including discrimination and harassment. The organization does not charge fees at any stage of the recruitment process.
