Job Overview:
The position of National Consultant for E-commerce Strategy Preparation is crucial for the development of Tunisia's E-commerce Strategy (ECS). The consultant will work closely with the UNCTAD team to ensure that the strategy aligns with the country's goals for inclusive and sustainable development in the digital economy. The consultant will be responsible for gathering relevant data, engaging with stakeholders, and facilitating discussions to create a comprehensive ECS that addresses the needs of both the public and private sectors in Tunisia. This role requires a proactive approach to liaising with various stakeholders and ensuring that the strategy is well-informed and actionable.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Gathering strategic documents and current statistics related to ICT policies and practices in Tunisia, particularly in the e-commerce sector.
  • Mapping national stakeholders from both the private and public sectors to engage with during the ECS preparation process.
  • Assisting in logistical arrangements for in-country activities, maintaining communication with the coordinating Ministry and the UNCTAD team.
  • Facilitating and moderating focus-group discussions during in-country missions and online meetings.
  • Identifying and selecting local firms for interviews or visits during the missions.
  • Following up with public and private sector stakeholders on data collection tasks.
  • Ensuring the lead ministry's involvement throughout the ECS preparation, including review and finalization processes.
  • Organizing and facilitating kick-off consultations and validation workshops, along with related communication activities.
  • Assisting in the deployment of the eTrade Reform Tracker (eTRT) and conducting training sessions for users. 1
  • Regularly liaising with the coordinating/lead ministry to monitor project progress and reporting to UNCTAD, including drafting meeting minutes and documenting key insights.

Required Qualifications:
Candidates must possess an advanced university degree (Masters) in fields such as ICT, Economics, Statistics, Engineering, Business Administration, Programme Management, or related areas. Additionally, at least 7 years of experience in building networks and liaising with national private and public stakeholders in the e-commerce and digital economy sectors is required. Experience in ICT/e-commerce and trade-related fields is highly desirable, showcasing the candidate's ability to navigate complex stakeholder environments effectively.

Educational Background:
The educational requirement for this position is an advanced university degree, specifically a Master's degree, in relevant fields such as Information and Communication Technology (ICT), Economics, Statistics, Engineering, Business Administration, or Programme Management. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and analytical skills to contribute effectively to the ECS preparation.

Experience:
The position requires a minimum of 7 years of professional experience in engaging with and building networks among national stakeholders in the e-commerce and digital economy sectors. This experience should demonstrate the candidate's capability to work collaboratively with various stakeholders, including government entities and private sector organizations, to drive initiatives related to e-commerce and digital transformation.

Languages:
Fluency in both spoken and written French and Arabic is mandatory for this position. This language proficiency is crucial for effective communication with local stakeholders and for the successful facilitation of discussions and workshops. Knowledge of additional languages may be considered an asset but is not required.
