Job Overview:
The consultant will play a crucial role in addressing the issue of internal displacement in Oaxaca, Mexico, which has been exacerbated by various factors including violence, conflict, and community disputes. The position involves working closely with local and state authorities to develop strategies and tools aimed at preventing displacement and managing conflicts within communities. The consultant will be responsible for conducting thorough analyses of the factors contributing to internal displacement, designing practical tools for conflict resolution, and ensuring that gender and inclusion are integrated into all phases of the process. The overarching goal is to enhance the resilience of vulnerable populations and promote sustainable solutions to internal displacement, thereby contributing to the development of inclusive public policies.

Duties and Responsibilities:
The consultant will be tasked with generating complementary information with an intersectional and protective focus on displacements caused by community conflicts and territorial disputes. They will develop a collaborative action plan identifying key actors and short, medium, and long-term actions for community stabilization and alternative conflict resolution. The consultant will design a gender-sensitive and inclusive practical guide for community conflict resolution, prevention of violence, and strengthening social cohesion. They will facilitate validation processes of the guide with local actors through meetings and dialogue spaces, ensuring cultural, technical, and operational relevance. Additionally, the consultant will create a training curriculum for state and local authorities on methodologies and strategies for community conflict resolution, conduct training sessions, and provide technical follow-up to ensure alignment with project objectives. Participation in monthly meetings and the preparation of reports on activities and progress will also be required.

Required Qualifications:
Candidates must possess a professional degree in Social Sciences, Political Science, Anthropology, Peace Management, Law, or related fields. A Master's degree in Public Policy or Gender Studies will be considered an advantage. The consultant should have a minimum of three years of experience in migration-related issues, including at least one year specifically focused on internal displacement. Experience in community conflict resolution, knowledge of the regulatory framework governing alternative conflict resolution institutions, and demonstrated expertise in gender and differential approaches are essential. Previous work with indigenous communities and familiarity with the internal displacement context in Oaxaca will be advantageous.

Educational Background:
A professional degree in relevant fields such as Social Sciences, Political Science, Anthropology, Peace Management, or Law is required. A Master's degree in Public Policy or Gender Studies is preferred and will enhance the candidate's profile.

Experience:
The position requires a minimum of three years of experience in migration-related fields, with at least one year dedicated to internal displacement issues. Candidates should have experience in community conflict resolution and a solid understanding of the legal frameworks that govern these processes. Experience working with indigenous populations and knowledge of the specific context of internal displacement in Oaxaca will be beneficial.

Languages:
Proficiency in Spanish and English is mandatory. Candidates should be able to communicate effectively in both languages, as the role involves working with diverse stakeholders and producing documentation in both languages.

Additional Notes:
The consultant is expected to reside in Oaxaca de Juárez or be willing to relocate for the duration of the consultancy. The position requires availability for travel, with travel expenses covered by the program. The working hours are set at 8.5 hours per day from Monday to Thursday, with a 5-hour workday on Fridays. The IOM does not charge any fees or request banking information during the recruitment process.
