Job Overview:
The Senior Executive Officer position at the OSCE Programme Office in Dushanbe is a pivotal role that involves supporting senior management in strategic planning and enhancing program effectiveness. The officer will be responsible for supervising and coordinating the work of various units within the office, ensuring timely completion of planning and evaluation processes, and providing technical support to program managers. This role requires a strong background in project management, excellent organizational skills, and the ability to work under pressure in a diverse environment. The officer will also liaise with governmental and non-governmental actors, ensuring effective communication and cooperation within the mission area.

Duties and Responsibilities:
The Senior Executive Officer will perform a range of duties including: supporting senior management on strategic planning matters; analyzing and evaluating processes to enhance programs; supervising and coordinating the work of all units under the Head of Office; ensuring timely completion of annual planning and evaluation processes; advising on technical aspects of project development and implementation; serving as a project manager for office activities; liaising with various stakeholders in Tajikistan; supervising national staff members; and performing other duties as required. This role is essential for maintaining the operational effectiveness of the OSCE Programme Office in Dushanbe.

Required Qualifications:
Candidates must possess a second-level university degree or equivalent in public/business administration, international relations, management, or a related field. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. Additionally, candidates should have excellent organizational skills and the ability to cope with physical hardship, as well as a valid driving license and the ability to drive manual transmission vehicles.

Educational Background:
The educational background required for this position includes a second-level university degree in a relevant field. Candidates with a first-level university degree may be considered if they have at least two years of additional qualifying experience. The role emphasizes the importance of formal education in public administration, international relations, or management, which is crucial for understanding the complexities of the OSCE's mission.

Experience:
A minimum of six years of relevant, diversified, and progressively responsible professional experience is required, including at least three years at a managerial level relevant to the position. Candidates should have previous experience in strategic planning, project management, and evaluation, particularly within the context of international missions or organizations. Experience working in Central Asia or knowledge of the region is highly desirable.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of the local language (Tajik, Persian, or Russian) is considered desirable, as it can facilitate better communication and understanding within the mission area. Candidates should demonstrate the ability to produce comprehensive analytical reports and communicate effectively with diverse stakeholders.

Additional Notes:
This position is classified as a middle management role under the OSCE's international secondment contract type. The contract is fixed-term and full-time, with a maximum service period of seven years in the same mission.
