Job Overview:
The Human Resources & Admin Officer plays a crucial role in providing day-to-day HR and administrative support across Relief International's projects in the Philippines. This position is pivotal in coordinating recruitment processes, managing staff documentation, and ensuring effective HR service delivery. The officer will report directly to the HR Coordinator and will be responsible for maintaining accurate records and supporting various HR functions. The role requires a proactive approach to recruitment coordination, onboarding logistics, and compliance with HR policies and procedures. The HR & Admin Officer will also engage in payroll and benefits administration, ensuring that all employee-related processes are handled efficiently and in accordance with organizational standards.

Duties and Responsibilities:
The HR & Admin Officer will be responsible for a wide range of duties including:
  • Coordinating recruitment processes such as job postings, interview scheduling, and reference checks.
  • Maintaining recruitment trackers and following up with hiring managers on pending actions.
  • Collecting and filing pre-employment requirements prior to onboarding.
  • Supporting onboarding logistics and orientation coordination for new hires.
  • Preparing, routing, and filing contracts, job descriptions, and extensions based on approved inputs.
  • Maintaining complete and auditable personnel files, both digital and physical.
  • Tracking staff movements including hires, extensions, and separations, and compiling necessary documentation.
  • Collecting monthly payroll inputs and coordinating submission of insurance and benefits documentation.
  • Serving as the first point of contact for routine HR inquiries and requests. 1
  • Preparing basic HR reports and supporting compliance through accurate filing and documentation completeness. 1
  • Upholding and promoting RI’s commitment to safeguarding and safety of vulnerable communities.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Human Resources, Psychology, Business, or a related field. Additionally, they should have 2-4 years of experience in HR/Admin support roles, preferably within an International Non-Governmental Organization (INGO) or multi-project setting. Strong coordination, documentation, and recruitment support skills are essential, along with a high attention to detail and discretion. The ability to manage competing deadlines effectively is crucial, as is experience in supporting recruitment and personnel administration. Large-scale recruitment experience is considered an advantage. Strong interpersonal skills and the ability to work effectively in multicultural teams are also required.

Educational Background:
A Bachelor’s degree in Human Resources, Psychology, Business, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding HR principles, organizational behavior, and effective management practices, which are critical for the role of HR & Admin Officer.
