The consultant will utilize a mixed-methods analytical approach to assess the socio-economic landscape, focusing on marginalized groups and ensuring that their voices are included in the development process. The analysis will support the preparation of the United Nations Sustainable Development Cooperation Framework for 2027–2031, contributing to the overarching goal of fostering social cohesion and inclusive development in Guyana.

Duties and Responsibilities:
The consultant will be responsible for conducting a detailed Leave No One Behind (LNOB) and human rights analysis, which includes several key duties:
  • Designing a context-sensitive research and dissemination approach that considers political, social, and institutional sensitivities related to LNOB and human rights.
  • Conducting a comprehensive desk review of national and international sources, including UN human rights mechanisms, national laws, policies, and statistical reports.
  • Performing systematic reviews and harmonization of quantitative data, ensuring disaggregation by relevant characteristics such as sex, age, and ethnicity.
  • Applying advanced quantitative analysis techniques and innovative data visualization methods to enhance interpretability.
  • Engaging in qualitative analysis through key informant interviews with UN entities and national stakeholders to capture perceptions and contextual factors influencing exclusion.
  • Triangulating quantitative and qualitative evidence to produce analytically sound findings, particularly in data-constrained environments.
  • Engaging with stakeholders, including government entities and civil society organizations, to gather insights and validate findings.
  • Prioritizing the use of existing data and evidence while being mindful of data availability and quality constraints.

Required Qualifications:
The position requires an advanced university degree (at least a master's) in development studies, human rights, economics, social sciences, public health, or a related field, with a strong foundation in applied policy analysis. Additionally, candidates must possess at least ten years of professional experience in LNOB analysis or comparable analytical work in a development context. A demonstrated understanding of the Guyanese development and human rights context is essential, including familiarity with national institutions and key development challenges. Candidates should also have experience applying both quantitative and qualitative analytical approaches, with the ability to work with disaggregated data and assess data gaps. Experience engaging with marginalized communities and translating analytical findings into actionable insights is desirable, as is familiarity with UN programming processes.

Educational Background:
Candidates must hold an advanced university degree (master's or higher) in relevant fields such as development studies, human rights, economics, social sciences, or public health. Experience:
