Job Overview:
The Medical Officer position at the NOA level 6 is primarily focused on delivering quality medical services to UN staff at the Dadaab satellite clinic. The role involves a combination of clinical duties, medical administrative responsibilities, and overall management of medical support operations. The incumbent will be expected to perform day-to-day clinical tasks, including attending to walk-in patients, managing medical emergencies, conducting medical examinations, and providing health education and counseling. Additionally, the Medical Officer will oversee the implementation of UN medical standards and policies, manage the operations of the Joint Medical Service, and ensure the availability of medical supplies and equipment. The position requires a proactive approach to health management, including addressing occupational health issues and participating in training programs to enhance the medical capabilities of the clinic.

Duties and Responsibilities:
  • Clinical Duties: a) Attend to walk-in patients at the clinic, providing immediate medical care as needed. b) Manage medical evacuations and emergencies, offering advice and direct clinical intervention. c) Conduct pre-placement and periodic medical examinations for UN staff. d) Administer immunizations and follow up on referrals to outside specialists. e) Provide health education and medical counseling to clients. f) Address work environment and occupational health issues. g) Be available for emergency calls 24/7 to cover the clinic during off-hours.
  • Medical Administrative Duties: a) Advise on and implement UN medical standards and policies related to recruitment, sick leave, and medical insurance. b) Manage daily operations of the Joint Medical Service in Dadaab, ensuring the performance of nursing staff and the availability of medical supplies. c) Develop and implement training programs to enhance medical capabilities and preventive strategies.
  • Administrative Duties: a) Ensure the proper functioning of medical equipment and supplies. b) Conduct medical examinations according to UN guidelines. c) Undertake outpatient treatment and immunization requirements. d) Regularly report on clinic activities and available medical facilities. e) Collect and analyze data to identify trends and provide insights for planning and decision-making. f) Document requirements and background information for data analysis. g) Perform any other tasks as required.

Required Qualifications:
The position requires a recognized 1st Level Degree in Medicine, along with certifications in Advanced Cardiac Life Support (ACLS), Advanced Trauma Life Support (ATLS), Pre-Hospital Trauma Life Support (PHTLS), or Emergency Trauma Bag (ETB). Proficiency in computer skills, particularly in Microsoft Word, Excel, and PowerPoint, is essential. Candidates should possess a minimum of two years of progressively responsible experience in clinical medical practice within a field environment, hospital setting, or related area. Additionally, at least two years of experience in a busy Accident and Emergency Unit, Intensive Care Unit, or Aeronautical Medicine is required. Experience in managing infectious diseases, occupational health and safety, and counseling or stress management is desirable.

Educational Background:
Candidates must hold a recognized 1st Level Degree in Medicine. Additional certifications in advanced life support and trauma care are mandatory. Familiarity with computer applications, particularly in word processing and data management, is also required.

Experience:
The role necessitates a minimum of two years of progressively responsible experience in clinical medical practice, with a focus on emergency and intensive care settings. Candidates should have experience in managing medical emergencies and infectious diseases, as well as in occupational health and safety. Experience in counseling and stress management is considered an asset.

Languages:
Fluency in English and Swahili is required for this position. Proficiency in additional languages may be advantageous but is not mandatory.

The position is based in Dadaab and is expected to last for one month. It is a local appointment, and the incumbent will be expected to manage medical support operations at the clinic.
