Job Overview: The National PSEA Officer (UNV) position is crucial for addressing the vulnerabilities faced by children and women in South Sudan, particularly in the context of ongoing conflicts and humanitarian crises. This consultancy role is designed to provide maternity cover for a period of four months, during which the consultant will support the operationalization of the UNICEF South Sudan Protection from Sexual Exploitation and Abuse (PSEA) Action Plan. The consultant will work closely with UNICEF personnel and partners to implement prevention and response activities related to sexual exploitation and abuse, ensuring that the rights and safety of children and women are prioritized. The role requires collaboration with various stakeholders to enhance community awareness and compliance with PSEA protocols, thereby contributing to the overall mission of UNICEF in safeguarding vulnerable populations.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Supporting the implementation of PSEA prevention and response activities with UNICEF partners and ensuring compliance with UNICEF PSEA Implementing Partners Procedures and the UN Protocol.
Coordinating PSEA assessments of implementing partners and conducting training sessions for UNICEF personnel, including staff, contractors, and volunteers.
Disseminating awareness-raising materials across UNICEF-supported sites and representing UNICEF in relevant working groups and meetings.
Providing field-level support to UNICEF and implementing partners to facilitate community awareness sessions and PSEA mitigation measures.
Managing established complaint mechanisms, including the PSEA hotline, and facilitating survivor assistance in collaboration with Child Protection and GBV programs.
Conducting field monitoring visits to assess activity implementation and compliance, and preparing timely PSEA reports.
Supporting knowledge management efforts related to PSEA, including maintaining a repository of tools and documents.
Required Qualifications: Candidates must possess a university degree in Social Sciences, Gender and Development Studies, Social Development, Community Development, or similar fields. A Master’s degree is considered an advantage. Additionally, candidates should demonstrate excellent interpersonal and communication skills, with the ability to liaise effectively in a multicultural environment. Proven experience in planning and facilitating training sessions is essential, along with the ability to work independently and collaboratively in a fast-paced setting.
Educational Background: The educational background required for this position includes a university degree in relevant fields such as Social Sciences, Gender and Development Studies, or Community Development. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in protecting vulnerable populations from sexual exploitation and abuse.
Experience: A minimum of five years of relevant professional experience is required, specifically in development and emergency settings focused on Protection from Sexual Exploitation and Abuse (PSEA), children's and women's rights, and violence prevention and response. Candidates should have a strong background in accountability to affected populations and safeguarding practices, particularly concerning gender-based violence.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within UNICEF. Additionally, fluency in Arabic is considered an asset, enhancing the ability to engage with diverse communities and stakeholders in South Sudan.
