Job Overview:
The Regional MEAL Manager position is newly created to address the complex challenges faced in the East Africa region, which include armed conflicts, population displacement, epidemics, food insecurity, and various protection incidents. The role involves overseeing the MEAL (Monitoring, Evaluation, Accountability, and Learning) and information management teams across the East Africa Division, ensuring the application of HI's MEAL and IM standards. The manager will work under the supervision of the Technical Head of Program and will be responsible for the coherence and quality control of projects. The position requires a strategic approach to defining MEAL objectives aligned with HI's operational strategy, as well as the development and implementation of MEAL systems that are contextually relevant and compliant with HI standards. The manager will also play a crucial role in capacity building and staff development, ensuring that the team is equipped to meet the challenges of the region.

Duties and Responsibilities:
The Regional MEAL Manager will have several key missions: 1) Management: embody HI's values, promote inclusion and accountability, organize team work, monitor performance, and support staff development. 2) Strategy and steering: define the MEAL component of the operational strategy, develop action plans, and assess local partners' capacities. 3) Standards and expertise: design and monitor MEAL and IM systems, ensuring they are consistent and compliant with HI standards. 4) Operational implementation: improve HI's response in the East Africa Division by implementing tools for measuring outcomes, ensuring accountability, and contributing to project quality. 5) Emergency preparedness and response: lead emergency preparedness actions and reorganize team priorities in case of emergencies. The manager will also represent HI's MEAL expertise in regional networks and contribute to advocacy efforts.

Required Qualifications:
Candidates must possess at least 5 years of relevant professional experience in the MEAL sector, with strong skills in team management, capacity building, training, and coaching. They should demonstrate excellence in monitoring results and indicators, project evaluation, and information management strategies. Candidates should also have the ability to handle conflicts and possess strong interpersonal and intercultural communication skills. Knowledge of participatory and accountable approaches is essential, along with the ability to plan and coordinate qualitative and quantitative surveys.

Educational Background:
A relevant educational background is required, typically in fields related to social sciences, international development, or a similar discipline. Advanced degrees may be preferred, depending on the specific requirements of the role and the organization.

Experience:
The position requires a minimum of 5 years of professional experience in the MEAL sector, with a proven track record in team management and operational goal achievement. Experience in humanitarian contexts and familiarity with the challenges faced in the East Africa region will be advantageous.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of French is considered a strong asset, enhancing the candidate's ability to engage with diverse stakeholders and partners in the region.

  • The position is based in one of the East African countries, with a preference for Ethiopia, Uganda, or Kenya. The compensation package includes a gross monthly salary starting from €2860, per diem, and additional benefits such as medical coverage, pension scheme, and paid leave.
