Job Overview: The Ethics Office Consultant will play a crucial role in supporting the various functions of the Ethics Office within FAO. This position is designed to build a pool of suitable candidates who can provide substantial support across all areas of the Ethics Office’s mandate. The consultant will work closely with the Ethics Officer and other personnel to ensure that ethical standards are upheld throughout the organization. The role involves advising on policy development, providing guidance on ethical issues, and supporting training and outreach activities. The consultant will also be responsible for reviewing individual cases related to ethics, monitoring developments in organizational ethics, and suggesting improvements to internal policies and practices. This position requires a proactive approach to creating awareness of ethical principles and ensuring accountability towards stakeholders.
Duties and Responsibilities: The incumbent will be responsible for a variety of tasks, including but not limited to: supporting the formulation of FAO-wide policies and procedures on ethics matters; reviewing and advising on standard setting and policy support activities; providing guidance on conflicts of interest and protection from retaliation; monitoring best practices in organizational ethics; developing outreach materials to promote ethical principles; proposing changes to the Ethics Office's intranet and internet websites; supporting the development of project documents and administrative reports; creating ethics training materials and programs; and disseminating information products for the annual disclosure program. The consultant will also be expected to undertake any other tasks necessary to successfully carry out the Ethics Office mandate.
Required Qualifications: Candidates must possess an advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in political science, law, public administration, communication, or other relevant areas. For those with a bachelor's degree, two additional years of relevant professional experience in the mentioned subject areas are required. A minimum of five years of relevant experience is necessary for category B positions, while at least one year of experience is required for category C positions, with a focus on ethics, compliance, UN administrative law, risk assessment, and policy development. Relevant experience within an international organization is considered an asset.
Educational Background: The educational background required for this position includes an advanced university degree in fields such as political science, law, public administration, or communication. Candidates with a bachelor's degree must have additional professional experience to qualify. This educational foundation is essential for understanding the complexities of ethics and compliance within an international context.
Experience: Candidates should have a minimum of five years of relevant experience for category B positions and at least one year for category C positions. This experience should focus on ethics, compliance, UN administrative law, risk assessment, and policy drafting. Experience within an international organization is highly valued and considered an asset, as it provides insight into the unique challenges and requirements of working in a global context.
Languages: For Consultants at levels C and B, a working knowledge of English is required. Additionally, a working knowledge of French and/or Spanish is desired, while knowledge of Arabic, Chinese, or Russian is considered an asset. Proficiency in these languages will enhance communication and collaboration within the diverse environment of the FAO.
