SI has been active in South Sudan since 2006, responding to emergencies and post-emergency situations, particularly in rural and semi-urban areas, including refugee and internally displaced persons (IDP) camps. The organization has a strong presence in Upper Nile, with offices in Renk and Malakal, and is committed to providing high-quality humanitarian assistance in a challenging context.

Job Overview:
The Field Coordinator serves as the delegated director" style="border-bottom: 1px dotted #007bff !important;">Country Director (CD) for a specific region within South Sudan where Solidarités International operates. This role involves proposing a regional strategy that aligns with the geopolitical and humanitarian context and ensuring its implementation once validated. The Field Coordinator is responsible for overseeing project execution in accordance with the Solidarités International charter, ensuring compliance with internal and contractual procedures. This position requires mobilizing the necessary material and financial resources for program operations and supervising resource management. The Field Coordinator coordinates the teams in the assigned zone and is responsible for their security" style="border-bottom: 1px dotted #007bff !important;">security. Additionally, the Field Coordinator acts as the direct contact and representative of the Country Director, managing the base and sub-base operations, which includes interaction with local authorities and humanitarian coordination systems. The role also involves supporting the expansion of the base and enhancing the capacity of newly nationalized manager positions, ensuring effective project implementation that targets the most vulnerable populations and maintains accountability to the communities served.

Duties and Responsibilities:
The Field Coordinator's duties include but are not limited to:
  • Proposing and implementing a regional strategy based on the humanitarian context.
  • Ensuring that all projects are executed in compliance with the organization's charter and internal procedures.
  • Mobilizing and managing material and financial resources necessary for program operations.
  • Coordinating and supervising the teams in the assigned region, ensuring their safety and security.
  • Acting as the liaison between the Country Director and the field teams.
  • Managing the base and sub-base operations, including overseeing logistics and resource allocation.
  • Interacting with local authorities and participating in humanitarian coordination meetings.
  • Supporting the development and training of national staff and managers.
  • Monitoring project implementation and ensuring accountability to beneficiaries. 1
  • Adapting to the evolving security context and making informed decisions to ensure program continuity.

Required Qualifications:
Candidates must possess a Master’s Degree in humanitarian/development studies, social sciences, management, or a related discipline. Strong knowledge and experience in team management and mentoring are essential. The ability to handle multiple issues simultaneously, adapt quickly to a dynamic environment, and prioritize tasks effectively is crucial. Candidates should have excellent representational skills and the ability to liaise with various stakeholders, including INGOs, other agencies, authorities, and donors. A solid understanding of security management and humanitarian issues, including IDPs and camp management, is required. Proficiency in writing and editing quality reports in English is necessary, along with the ability to work in a multicultural environment and demonstrate strong interpersonal and communication skills. Candidates must be willing to work in a volatile security context and possess good problem-solving skills.

Educational Background:
The educational background required for this position includes a Master’s Degree in humanitarian/development studies, social sciences, management, or a related field. This advanced education is essential to equip the candidate with the necessary theoretical knowledge and practical skills to effectively manage humanitarian programs and lead teams in challenging environments.

Experience:
Candidates should have significant experience in humanitarian work, particularly in roles that involve team management and project coordination. Prior experience working with Solidarités International or similar organizations is considered an asset. Experience in South Sudan or similar contexts will be highly regarded, as it demonstrates familiarity with the local challenges and operational dynamics.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in Arabic is considered an asset, as it may facilitate communication with local communities and stakeholders.

Additional Notes:
The position offers a permanent expatriate contract with a salary calculated based on the expatriate salary scale, starting at €2,800 per month. Additional benefits include per diem and accommodation coverage during deployments, one day off for each weekend spent in the field, and 25 days of paid vacation. Health and life insurance, as well as repatriation coverage, are fully provided. The organization allows for free choice of location (France or abroad) outside of deployment periods. It is important to note that the security situation in the region can be fluid, impacting access to the field and activities. In Renk, there is a curfew at 8 pm, while in Malakal, the curfew is at 6 pm, although movement is permitted within the humanitarian hub and UNMISS compound. The living conditions in both locations are basic, with limited social distractions and food diversity.
