Job Overview:
The Young and Emerging Evaluator (YEE) position is designed to provide an independent assessment of the UNFPA Mongolia 7th Country Programme (2023-2027) while also contributing to the national evaluation capacity building. The YEE will play a crucial role in all phases of the Country Programme Evaluation (CPE), supporting the evaluation team leader and members in various tasks such as developing evaluation methodologies, refining the theory of change, and finalizing evaluation questions. The YEE will also be involved in data collection activities, including site visits, interviews, and group discussions, and will assist in data analysis as agreed with the evaluation team leader and the CPE manager. A key responsibility of the YEE will be to provide translation and interpretation support for the international team leader during data collection and meetings, ensuring effective communication with national stakeholders. Additionally, the YEE will assist in disseminating and facilitating the use of evaluation results and provide administrative support throughout the evaluation process.

Duties and Responsibilities:
The consultant will support the evaluation team throughout the process, with specific duties including:
  • Technical Support: Assisting in the development of evaluation methodology, reviewing the theory of change, and creating the evaluation matrix.
  • Data Collection: Actively participating in site visits, conducting interviews, and facilitating focus group discussions.
  • Translation: Providing high-quality written translation and spoken interpretation for the International Team Leader during meetings and field visits, translating between English and Mongolian.
  • Administrative Support: Assisting in dissemination activities and performing general administrative tasks to support the evaluation process.

Required Qualifications:
Candidates must be under 35 years of age and possess a Bachelor’s degree in development studies, population studies, economics, monitoring and evaluation, social sciences, public health, or a related discipline. They should have less than 5 years of work experience in monitoring and evaluation, research, or social studies within the field of international development. The ability to provide high-quality translation and interpretation between English and Mongolian, particularly in technical areas related to evaluation, is essential. Candidates should also demonstrate excellent analytical and problem-solving skills, the ability to work effectively in a team, strong organizational and communication skills, and proficiency in information and communication technology and data visualization tools. Familiarity with the mandate and activities of UNFPA or other United Nations organizations is advantageous, as is a keen interest in professional development and becoming a competent evaluator.

Educational Background:
A Bachelor’s degree in relevant fields such as development studies, population studies, economics, monitoring and evaluation, social sciences, public health, or any other related discipline is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the principles and practices relevant to the evaluation process.

Experience:
Candidates should have less than 5 years of relevant work experience in monitoring and evaluation, research, or social studies, particularly in the context of international development. This level of experience is crucial to ensure that the candidate is familiar with the evaluation processes and methodologies, as well as the challenges and considerations involved in conducting evaluations in diverse settings.

Languages:
Proficiency in both English and Mongolian is mandatory, with a strong emphasis on the ability to provide high-quality translation and interpretation between the two languages, especially in technical contexts related to evaluation. Additional language skills may be considered an asset but are not explicitly required for this position.

  • The services will be delivered in Ulaanbaatar, Mongolia, with travel to sub-national project sites as necessary. All deliverables must be submitted electronically in English, with specific deadlines for various reports outlined in the terms of reference. The consultant will report to the CPE Manager and Team Leader, with payments based on the approval of deliverables. Daily Subsistence Allowance (DSA) and travel costs for the mission will be settled separately from the consultancy fees in accordance with UNFPA Duty Travel Policy.
