Job Overview: The position of Consultant Assistant (E) Technique à la Coordination Humanitaire at UNFPA Côte d'Ivoire is crucial for supporting the implementation of the 9th cooperation program (2026-2030) with the Ivorian government. This program emphasizes disaster risk reduction and aims to enhance emergency preparedness, particularly in response to the increasing influx of asylum seekers and refugees in northern Côte d'Ivoire. The consultant will provide technical support to the country office and execution partners in the effective preparation and implementation of humanitarian response projects. This role involves contributing to the development of project documents for resource mobilization, coordinating with partners, and ensuring the continuity of essential sexual and reproductive health services during crises. The consultant will also be responsible for producing reports, collecting data for monitoring key indicators, and organizing inter-agency missions for evaluation of humanitarian responses.
Duties and Responsibilities: The Consultant Assistant will have a comprehensive set of responsibilities including:
Providing technical support to the country office and execution partners in the preparation and efficient implementation of humanitarian response projects.
Drafting project documents for resource mobilization related to humanitarian response.
Assisting in the creation of technical documents such as concept notes, data collection sheets, terms of reference, and presentations for the Minimum Emergency Device for Sexual and Reproductive Health.
Supporting the coordination and supervision of implementation partners and monitoring humanitarian interventions on the ground.
Producing minutes of all meetings attended or organized related to humanitarian response initiatives and resource mobilization.
Continuously monitoring the implementation of recommendations related to humanitarian interventions.
Collecting necessary data for producing results-oriented reports and updating the Dashboard for key indicators related to UNFPA's humanitarian interventions.
Organizing and conducting inter-agency missions for monitoring and evaluation of humanitarian responses. 1
Ensuring follow-up on humanitarian response activities listed in the PTA DEX and activities of implementing partners, particularly regarding the functioning of GBV platforms. 1
Strengthening the capacities of implementing partners in monitoring their work plans and reporting on humanitarian aspects, especially concerning sexual and reproductive health and gender-based violence. 1
Contributing to the production of various reports for the office, including quarterly reports, Sitrep, Milestones, and project reports. 1
Providing any other technical support necessary for the effective implementation of emergency preparedness and humanitarian response interventions. 1
Developing quality monthly and quarterly reports focused on results, humanitarian data, and a final consultation report.
Required Qualifications: The ideal candidate for this position must possess the following qualifications and competencies:
A minimum of 5 years of professional experience, preferably in monitoring and implementing projects and programs in development or humanitarian emergency contexts related to UNFPA's mandate.
Strong knowledge of the inter-agency humanitarian programming cycle and the humanitarian architecture in Côte d'Ivoire.
In-depth understanding of the Minimum Emergency Device in sexual and reproductive health, Minimum Standards for GBV, GBVIMS functioning, and humanitarian financing mechanisms.
Proficiency in data collection and analysis, drafting concept notes for humanitarian response, or leading sectoral planning processes in GBV and SRH, conflict prevention, and management.
Proficient in office software and able to work in a team within a multicultural environment, establishing harmonious and effective working relationships.
Availability and ability to undertake frequent field missions.
Fluency in French and a good working knowledge of English.
Educational Background: Candidates must hold a Master's degree (BAC + 5) in relevant fields such as public health, social sciences, demography, economics, humanitarian action, or development planning. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the humanitarian coordination efforts of UNFPA in Côte d'Ivoire.
Experience: Candidates should have at least 5 years of professional experience, ideally in monitoring and implementing projects and programs in both development and humanitarian emergency contexts. This experience should be directly related to the mandate of UNFPA, demonstrating the candidate's ability to navigate complex humanitarian situations and contribute to effective responses.
Languages: Fluency in French is mandatory, as it is the primary language of communication within the organization and the country. A good working knowledge of English is also required, as it may be necessary for communication with international partners and stakeholders.
Additional Notes: This position is a full-time consultancy role with a duration of eleven (11) months, which is renewable based on performance and organizational needs. The consultant will be based in Bouna, with expected travel to humanitarian zones in northern regions, Abidjan, and other locations affected by humanitarian situations.
