Job Overview:
The National Project Manager (NPM) will oversee the day-to-day management of a project aimed at safeguarding the biodiversity of the Solomon Islands. This role is crucial in ensuring that indigenous species and ecosystems are protected from invasive alien species, land degradation, and unsustainable resource use. The NPM will be responsible for mobilizing project inputs, supervising project staff, and coordinating with various stakeholders, including government entities and local communities. The position requires a balance of project management and technical oversight, with 70% of the time dedicated to management duties and 30% to technical coordination. The NPM will also be involved in developing strategies for community participation and promoting resilient blue/green livelihoods, ensuring that the project aligns with the broader goals of biodiversity conservation and sustainable development.

Duties and Responsibilities:
The National Project Manager will have a comprehensive set of responsibilities, including establishing the operational functions of the Project Management Unit (PMU), guiding the preparation of annual work plans, and overseeing the drafting of terms of reference for key staff. The NPM will coordinate with regional and local authorities, ensure proper financial management, and provide secretariat services to the Project Board. Additionally, the NPM will manage project risks, support monitoring and evaluation processes, and facilitate communication between stakeholders. For technical coordination, the NPM will oversee the work of International Consultants, support capacity-building initiatives, and ensure the successful implementation of biodiversity management strategies across multiple provinces. The NPM will also lead the development of national species action plans and promote awareness programs related to biodiversity conservation.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in fields such as biodiversity management, invasive alien species management, or sustainable land management. A first-level university degree (bachelor’s degree) combined with additional qualifying experience may also be considered. The position requires a minimum of 7 years of project technical experience, with a progressive increase in scope and responsibilities. Candidates should demonstrate practical experience in development issues specific to Pacific Islands countries, as well as knowledge of biodiversity conservation and sustainable land management practices. Familiarity with UNDP and GEF procedures is also desirable, along with strong organizational and facilitation skills.

Educational Background:
The educational background required for this position includes an advanced university degree in biodiversity management, IAS management, sustainable land management, or related fields. A bachelor’s degree in these areas, combined with at least two additional years of relevant experience, will also be considered. This educational foundation is essential for understanding the complexities of biodiversity conservation and the management of natural resources in the context of the Solomon Islands.

Experience:
The National Project Manager should have a minimum of 7 years of relevant project experience if holding a master’s degree, or 9 years if holding a bachelor’s degree. This experience should reflect a progressive increase in responsibilities, particularly in project management and technical oversight related to biodiversity and sustainable land management. Candidates should have a proven track record of working in similar contexts, demonstrating their ability to navigate the challenges associated with biodiversity conservation in Pacific Island nations.

Languages:
Fluency in English is mandatory, along with proficiency in a local language. This bilingual capability is essential for effective communication with diverse stakeholders, including local communities and government officials, ensuring that project objectives are clearly understood and met.
