Job Overview: The National Professional Officer (Health Systems Strengthening) position is integral to the WHO's Health Systems Strengthening (HSS) programme in the Solomon Islands. The primary focus of this role is to support the country in achieving Universal Health Coverage by enhancing the resilience and effectiveness of health systems. The incumbent will work closely with the Ministry of Health and Medical Services and other stakeholders to develop and implement integrated health strategies that ensure equitable access to quality health services. This role requires a strong emphasis on governance, financing, and service delivery, as well as fostering collaboration across various sectors to improve health outcomes. The officer will be responsible for coordinating the development and monitoring of work plans, adapting evidence-based guidelines, and promoting health equity and inclusivity in health programs.
Duties and Responsibilities: The duties and responsibilities of the National Professional Officer include:
Coordinating the delivery of technical and managerial advice for the development and implementation of sustainable health strategies and policies.
Supporting the development, implementation, and monitoring of Health Systems Strengthening work plans.
Adapting and implementing evidence-based norms, standards, and guidelines across health systems.
Providing technical support for the integration of health programs across the life course, ensuring health equity and inclusivity.
Collecting, analyzing, and documenting best practices and experiences in health programs.
Creating Information, Education, and Communication (IEC) materials to enhance community awareness and health practices.
Required Qualifications: The position requires a university degree (bachelor’s or higher) in medicine, public health, economics, Health Systems Management, or related fields. Post-graduate training in relevant disciplines such as primary health care, health workforce management, or maternal and child health is desirable. Candidates must have their qualifications recognized by the World Higher Education Database (WHED).
Educational Background: Candidates must possess a university degree in a relevant field such as medicine, public health, or health systems management. A post-graduate qualification in a related discipline is preferred. All educational qualifications must be from institutions accredited by the WHED.
Experience: A minimum of two years of relevant work experience in public health, particularly in health systems strengthening and capacity-building policies at the national level, is essential. Experience working with intergovernmental agencies or the United Nations System is desirable, as is familiarity with national health partnerships and networks. Candidates should have experience in implementing health programs in resource-limited settings.
Languages: Expert knowledge of English is essential, along with proficiency in the local language. Additional language skills may be advantageous but are not mandatory.
Additional Notes: This position is classified as a National Professional Officer role, meaning only nationals of the Solomon Islands will be considered for this position. The remuneration includes an annual base salary starting at SBD 223,740, with mandatory deductions for pension contributions and health insurance. The position offers 30 days of annual leave.
