Job Overview:
The Digital Horizon Lead will play a pivotal role in leading UNDP Rwanda's efforts in digitalization, artificial intelligence (AI), and digital public infrastructure (DPI). This position is crucial for advancing Rwanda's digital ecosystem and ensuring that digital transformation is inclusive and equitable. The incumbent will provide strategic leadership and policy advice, working closely with government entities and stakeholders to implement national strategies for emerging technologies. The role involves conducting horizon scanning and foresight analysis to identify technology trends and their implications for governance and development. The Digital Horizon Lead will also be responsible for mobilizing resources and funding partnerships to support digital transformation initiatives, ensuring that Rwanda's digital agenda aligns with international standards and best practices.

Duties and Responsibilities:
  • Provide strategic advice on digital transformation opportunities and emerging technology trends to senior management and government officials.
  • Advise the Government of Rwanda on ICT sector strategy implementation and regulatory frameworks.
  • Support the development of national strategies for emerging technologies, including AI and blockchain.
  • Conduct comprehensive ICT sector assessments and digital maturity diagnostics.
  • Lead resource mobilization efforts for digital transformation initiatives.
  • Advise on the development and scaling of digital public infrastructure, including digital ID and payment systems.
  • Facilitate knowledge exchange on best practices in digital public goods and open-source solutions.
  • Develop context-specific AI trust and safety strategies and engage with government stakeholders to strengthen national AI governance frameworks.
  • Design programs on AI governance and digital entrepreneurship, supporting the ICT sector's goals. 1
  • Assess capacity gaps in government and develop training programs for officials on emerging technologies and digital policy.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in Computer Science, IT, Public Policy, AI/ML, Development Studies, or Digital Innovation. Alternatively, a first-level university degree (bachelor's degree) in these areas, combined with additional qualifying experience, will be considered. A minimum of 5 years of relevant work experience in ICT sector development, digital policy, or technology for development is required, with at least 3 years in senior advisory or leadership positions. Desired skills include experience in AI governance, digital public infrastructure, and emerging technologies in a development context, as well as knowledge of Rwanda's ICT Sector Strategic Plan.

Educational Background:
An advanced university degree (master's degree or equivalent) in relevant fields such as Computer Science, IT, Public Policy, AI/ML, Development Studies, or Digital Innovation is required. A bachelor's degree in these areas, combined with additional qualifying experience, may also be considered. This educational background is essential for understanding the complexities of digital transformation and governance.

Experience:
The position requires a minimum of 5 years of relevant work experience for candidates with a master's degree, or 7 years for those with a bachelor's degree. This experience should be in ICT sector development, digital policy, or technology for development, with a strong emphasis on leadership and advisory roles. Candidates should demonstrate a proven track record in managing digital transformation initiatives and engaging with government and stakeholders.

Languages:
Fluency in English and Kinyarwanda is required for this position. Proficiency in additional languages may be considered an asset, particularly in the context of engaging with diverse stakeholders and international partners.
