The position is located within the Debt Management and analysis" style="border-bottom: 1px dotted #007bff !important;">Financial Analysis System (DMFAS) Programme of the Debt and Development Finance Branch in the Division on Globalization and Development Strategies, part of the United Nations Conference on Trade and Development (UNCTAD). Job Overview:
The Information Systems Officer (System's Developer/Web Architect) is tasked with a variety of responsibilities that include the development and validation of architectural components for DMFAS version
  • This role requires providing technical guidance to ensure that implementations align with best practices and project objectives. The officer will support the management of development sprints, advising on task progress and assisting in the timely delivery of modules necessary for the continuous deployment of DMFAS 7 across user countries. Effective communication with the DMFAS Systems Analyst is crucial to facilitate corrective measures for any potential delays or issues. The officer will also contribute to the design and development of software modules, support the implementation of Java microservices for User Interface modules, and assist in migrating exercises to ensure a smooth transition and integration of new features. Collaboration with the Systems Analyst is essential to advise on upgrades, ensuring compatibility, performance improvements, and adherence to the latest standards. The officer will also support the use of modern development tools and promote best practices in collaboration tools throughout the development process. Clear and comprehensive documentation for developed modules is required to facilitate future maintenance and knowledge transfer. The officer will participate in reviewing work outputs, offering constructive feedback, and ensuring adherence to quality standards while providing regular updates on activities performed, challenges faced, and milestones achieved.

Duties and Responsibilities:
The Information Systems Officer will be responsible for the following duties:
  • Assist in the development and validation of architectural components for DMFAS version
  • Provide technical guidance to ensure implementation aligns with best practices and project objectives.
  • Support the management of development sprints, advising on task progress and assisting in timely delivery of modules.
  • Communicate potential delays or issues to the DMFAS Systems Analyst.
  • Contribute to the design and development of software modules and support the implementation of Java microservices.
  • Assist in migrating exercises to ensure smooth transitions and integration of new features.
  • Collaborate with the Systems Analyst to advise on upgrades and ensure compatibility and performance improvements.
  • Support the use of modern development tools and promote best practices in collaboration tools.
  • Prepare clear documentation for developed modules in accordance with DMFAS standards. 1
  • Participate in reviewing work outputs and provide constructive feedback. 1
  • Collaborate with the DMFAS 7 development team to support quality assurance activities. 1
  • Provide regular updates to the DMFAS Programme Systems Analyst on activities performed, challenges faced, and milestones achieved. 1
  • Perform other activities as required.

Required Qualifications:
The position requires a strong background in information technology and information management, particularly in systems analysis, database design, and programming. Candidates should have knowledge of several high-level programming languages and significant exposure to programming and analysis, including structured/object-oriented design, relational systems, scripting, and query languages. Strong analytical and problem-solving skills are essential, along with proficiency in developing and implementing systems of moderate size and complexity. Candidates should demonstrate professionalism, effective communication skills, teamwork, and technological awareness.

Educational Background:
An Advanced University Degree (Master's) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree (Bachelor's) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
Candidates must have at least 5 years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems. Relevant working experience using web technology, particularly with the Angular development framework and related libraries, is required. Additionally, at least 3 years of progressively responsible experience with DMFAS as a system developer or web architect is necessary. Experience working in an international organization, such as the United Nations, is desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. For this job opening, proficiency in English is required, as well as proficiency in Spanish. The minimum required level for each skill in these languages is UN Level III for reading, writing, listening, and speaking.

This position is a project-funded temporary position initially available for 3 months, with the possibility of extensions depending on project continuation, availability of funds, and satisfactory performance. The eligibility for this temporary job opening is limited to nationals of Argentina, the country in which the duty station is located.
