Job Overview:
The Programme Assistant TA GS5 position at UNICEF involves facilitating the processing of contracts for consultants, suppliers, and external partners. The role requires performing transactions in VISION/SAP and FIORI, preparing tracking and reporting information for supervisors and teams on performance indicators, contributing to regular spot checks of implementing partners' interventions, and maintaining records and control plans for monitoring implementation and financial expenditures. This position is crucial in ensuring that UNICEF's programs are effectively managed and that resources are utilized efficiently to achieve the organization's goals for children.

Duties and Responsibilities:
  • Facilitate the processing of contracts for consultants, suppliers, and external partners to ensure timely and efficient service delivery.
  • Execute transactions in VISION/SAP and FIORI systems to maintain accurate financial records.
  • Prepare and provide tracking and reporting information to supervisors and teams regarding performance indicators to support program evaluation and improvement.
  • Contribute to regular spot checks of implementing partners' interventions to ensure compliance with UNICEF standards and guidelines.
  • Maintain up-to-date records and control plans for monitoring the implementation of programs and financial expenditures, ensuring transparency and accountability.
  • Collaborate with colleagues across various locations to enhance program effectiveness and efficiency.
  • Support the preparation of reports and documentation as required by the supervisor and other stakeholders.
  • Assist in the coordination of meetings and workshops related to program implementation and evaluation.

Required Qualifications:
  • A secondary education diploma (BAC or equivalent) is required, preferably supplemented by technical or university courses related to project management and/or administrative and financial management.
  • At least five (5) years of work experience in administration or office work is required.
  • A recognized university degree can substitute for three (3) years of experience, while a master's degree can replace an additional two (2) years of professional experience.
  • Demonstrated ability to work effectively in a team and to communicate clearly and effectively with diverse stakeholders.

Educational Background:
The position requires a secondary education diploma (BAC or equivalent). Additional qualifications in project management or administrative and financial management are preferred. A recognized university degree can replace a portion of the required work experience, and a master's degree can further reduce the experience requirement.

Experience:
Candidates must have a minimum of five (5) years of relevant work experience in administration or office work. However, a recognized university degree can substitute for three (3) years of experience, and a master's degree can replace two (2) additional years of professional experience. Relevant experience at the country level, particularly in development, fragile settings, and humanitarian contexts, is desirable.

Languages:
Fluency in French is required. Knowledge of English or another official UN language (Arabic, Chinese, Spanish, or Russian) or a local language is considered an asset. Proficiency in multiple languages can enhance communication and collaboration within the organization and with external partners.
