Job Overview:
The WASH and Shelter PDM position is crucial for the development and quality assurance of WASH and Shelter programs in Mali. The role involves leading the technical development of innovative strategies and ensuring the coherence and alignment of projects with NRC's policies. The incumbent will be responsible for developing Shelter and WASH strategies, providing strategic leadership on programming, and ensuring high-quality technical outcomes. This position requires constant interaction and consultation with various core competencies (CC) to promote integrated programming. The WASH and Shelter PDM will also lead project proposal designs, budgets, and reporting processes, ensuring technical quality and compliance with NRC standards. Additionally, the role includes conducting needs assessments, representing NRC to donors and relevant ministries, and promoting synergies between WASH, Shelter, and other NRC programs.

Duties and Responsibilities:
  • Responsible for the technical development and quality assurance of WASH and Shelter programs in Mali, ensuring alignment with NRC policies.
  • Develop innovative Shelter and WASH strategies, technical guidelines, and macro logical frameworks that align with regional and global priorities.
  • Lead quality project implementation to ensure high technical results.
  • Provide strategic leadership on programming that addresses the challenges faced by displaced populations in WASH and Shelter.
  • Oversee project proposal design, budget preparation, modifications, project revisions, and reporting, ensuring high technical quality.
  • Support programmatic monitoring and evaluation (M&E) and indicator tracking in collaboration with project teams and the MEAL department.
  • Conduct needs assessments and evaluations in collaboration with zone program teams, protection teams, and M&E teams.
  • Represent NRC to donors, relevant ministries, and at humanitarian coordination meetings.
  • Actively promote and operationalize synergies between WASH, Shelter, and other NRC programs for integrated programming. 1
  • Support recruitment processes for WASH and Shelter staff. 1
  • Lead organizational learning from program implementation, sharing best practices, and capacity building. 1
  • Support the integration of NRC Minimum Environmental Requirements and NEAT+ evaluations. 1
  • Implement minimum standards for safe and inclusive programming across all programs, enhancing capacities and promoting inter-departmental engagement. 1
  • Integrate SIP elements into technical documents (assessments, guidance notes, tools, etc.).

Required Qualifications:
  • At least 5 years of experience in a technical area of expertise within a humanitarian or early recovery context.
  • Minimum 2 years of experience in WASH and/or Shelter (as a specialist or project manager).
  • Master’s degree or similar qualification in construction, civil engineering, water, sanitation, behavior change, or a related field.
  • Proven experience working in complex and volatile contexts.
  • Documented results related to the responsibilities of the position.
  • Knowledge of personal competencies and leadership profile.
  • Proficiency in French, both written and spoken; knowledge of English is required.

Educational Background:
Candidates should possess a Master’s degree or equivalent in a relevant field such as construction, civil engineering, water, sanitation, or behavior change. A strong educational background is essential to ensure the technical expertise required for the role.

Experience:
The position requires a minimum of 5 years of relevant experience in a technical field within humanitarian or early recovery contexts, with at least 2 years specifically in WASH and/or Shelter roles. Experience in complex and volatile environments is crucial, as is a proven track record of delivering results related to the responsibilities of the position.

Languages:
Proficiency in French is mandatory, both written and spoken. Knowledge of English is also required, as it may be necessary for communication with international partners and stakeholders.
